Turkey Launches Incursion Against Syrian Kurdish Stronghold

Tanks cross border after F-16s fire missiles at Kurdish YPG

Turkey-backed Syrian rebels advance toward Afrin from Azaz
Turkey launched a ground offensive against Kurdish separatist fighters and Islamic State positions in northwest Syria on Sunday after President Recep Tayyip Erdogan ignored calls from the U.S. to avoid attacking Afrin.

Turkish tanks crossed into the Syrian town of Azaz and were advancing toward the Kurdish stronghold of Afrin, the Hurriyet newspaper said. The incursion came after Turkish F-16s and artillery units hit almost all targets in the operation against Kurdish YPG and Islamic State positions, Prime Minister Binali Yildirim said on television late Saturday.

The army said 72 warplanes took part using Syrian airspace. Turkish General Hulusi Akar said troops suffered some casualties in the operation, which also included Turkish-backed Syrian rebels from the Free Syrian Army.

Turkey is using self-defense under international law, and the “Olive Branch” operation is aimed at eliminating Kurdish PYD/YPG forces along with the Islamic State, the army said, accusing the YPG of using civilians as human shields. Turkey has been outraged by plans to create a border security force using thousands of Kurdish fighters by the American-led coalition against the Islamic State, saying the Kurdish fighters have designs on Turkish territory.

While U.S. officials have denied the formation of such a force, Erdogan on Saturday accused America of trying to deceive Turkey. The offensive against the U.S. proxy exacerbates strains that have tested Turkey’s relations with Washington in recent years. Ankara has also been angered by the trial and conviction of a Turkish banker in the U.S. on sanctions violation charges, and Washington’s non-action on its request to extradite a Pennsylvania-based Turkish preacher Erdogan accuses of instigating a failed 2016 coup.

“The operation in Afrin has effectively started and will be followed by Manbij,” Erdogan said, referring to another Kurdish stronghold on the western bank of the Euphrates River where some U.S. troops are deployed alongside Kurdish forces.

The Turkish government said it has no intention to invade Syria and its troops would pull out after its targets were eliminated. Turkey has acted against the Syrian Kurdish forces before. It began operating in northern Syria in 2016, its participation in an international effort to defeat Islamic State dovetailing with its campaign to block the convergence of Kurdish-run regions. An earlier deployment in Idlib, to the south of Afrin, denied the Kurds access to the Mediterranean Sea -- a prized target for a planned Kurdish corridor running all the way to northern Iraq.

Turkey said it has taken necessary steps to avoid civilian casualties and the Turkish Red Crescent was setting up temporary housing facilities in Azaz.

Explosions Seen

On Saturday, following loud explosions and huge flames, grey smoke billowing from targets could be seen from the Turkish border after airstrikes, footage on NTV Television shows.

The Syrian government urged the international community to condemn the attacks and take steps to end this “aggression,” the state-run Syrian Arab News Agency reported, citing the country’s foreign ministry.

The operation is likely to escalate tensions between the U.S. and Turkey, which has accused Washington of overarming Kurdish forces and encouraging separatist aspirations. The Kurds were Washington’s most trusted force in the U.S.-led campaign to drive Islamic State extremists from Syria, but Turkey’s government says they work hand-in-hand with PKK militants who have been battling for autonomy in Turkey’s southeast since the 1980s.

The PKK is classified as a terrorist organization by the U.S. and European Union, as well as Turkey.

Tillerson’s Comments

“Turkey is capable and determined to eliminate every kind of threat against it,” Foreign Minister Mevlut Cavusoglu said on Twitter soon after receiving a call from U.S. Secretary of State Rex Tillerson.

Tillerson was reported on Wednesday denying that a border security force will be established, saying the issue has been “misportrayed.” Earlier this week, the U.S.-led coalition against Islamic State confirmed that such a unit was to be set up.

Cavusoglu said Turkey wasn’t satisfied with the U.S. explanation, while adding that it has no interest in colliding with the U.S. over the operation. The offensive in Afrin would not directly entangle U.S. troops, which are embedded with Kurdish fighters in the country’s northeast.

Russia’s defense ministry said the main trigger for the escalation was provocative steps taken by the U.S. aimed at isolating areas with predominantly Kurdish populations. It said measures have been taken to ensure the safety of its servicemen in Afrin, and some troops have been relocated. Russia’s foreign ministry said it’s treating the developments with “concern.”

“We call on the opposing sides to exercise mutual restraint,” the foreign ministry said in a statement. “The main goal of the remaining Russian troops in Syria is to maintain the ceasefire in the de-escalation zones.”

Turkey’s lira had weakened earlier this week over the likelihood of a campaign in Syria and a deteriorating current account.

Syria: Turkey says ground troops moved in on Afrin

Turkish ground troops have crossed into northern Syria as part of Ankara's campaign to rid the border area of Kurdish fighters, Turkey's PM says.

Binali Yildirim said the aim was to establish a 30km (19-mile) "safe zone" inside Syria, Turkish media report.

Turkey launched its operation against the Kurdish YPG militia in the Afrin region with air strikes on Saturday.

The YPG denied Turkish troops were on Afrin soil, saying they had "repelled" the attacks and forced them to retreat.

The two sides have been exchanging fire. The Turkish military says it has so far taken out 153 targets belonging to Kurdish militants, while Kurdish rockets hit the border town of Kilis overnight.

The YPG (Syrian Kurdish People's Protection Units) is part of a US-backed alliance with a number of ethnic Arab militias called the Syrian Democratic Forces (SDF). The SDF has said it will have no choice but to defend itself if attacked.

On Saturday, Turkey announced that an air and ground campaign, dubbed "Olive Branch", had been launched at 14:00 GMT, targeting the YPG and Islamic State (IS) group jihadists.

The operation would be carried out "with respect for Syria's territorial integrity", it added.

Pro-Turkey rebels, known as the Free Syrian Army, have also begun moving into the area, according to the state-run Anadolu news agency.

The YPG said the strikes had killed at least six civilians and three fighters, with another 13 civilians wounded. One of the fighters belonged to the YPG and the other two were from its all-female affiliate, spokesman Birusk Hasaka said.

Ankara also said there were casualties, but they were all Kurdish militants.

Prime Minister Yildirim was quoted by Turkish media as saying ground forces joined the operation by crossing into YPG-controlled territory on Sunday morning.

He gave no details about the 30km security zone troops are aiming to set up.

The YPG denied the reports. "All the Turkish military's ground attacks against Afrin have been repelled so far and they have been forced to retreat," said Nouri Mahmoudi, a spokesperson for the group.

Turkey's military has been shelling the region since Thursday, a move which it said was in response to fire coming from the area.

Turkish forces push into Syria, clash with Kurdish militia

AZAZ, Syria (Reuters) - Turkish ground forces advanced into northern Syria’s Afrin region on Sunday, Ankara said after launching artillery and air strikes on a U.S.-backed Kurdish militia it aims to sweep from its border.

The Syrian-Kurdish YPG militia, supported by the United States but seen as a terrorist organization by Turkey, said it had repulsed the Turkish forces and their allies after fierce clashes.

Intense Turkish artillery fire and air strikes continued to hit some villages, the YPG said, and fierce battles raged to the north and west of Afrin against Turkish forces and their Syrian rebel allies, said Birusk Hasaka, the YPG spokesman in Afrin.

Turkey opened a new front in the nearly seven-year-old Syrian war on Saturday when, under what Ankara has called “Operation Olive Branch”, Turkish artillery and air strikes pounded YPG positions in Afrin.

Turkey is targeting the U.S.-backed fighters at a time when ties with ally Washington appear close to breaking point.

Turkey sees the YPG as an extension of the outlawed Kurdistan Workers Party (PKK) which has carried out a deadly, three-decade insurgency in Turkey’s mainly Kurdish southeast. The United States is backing the YPG in Syria, seeing it as an effective partner in the fight against Islamic State.

Prime Minister Binali Yildirim said the Turkish military, NATO’s second-largest, would create a 30-km (19-mile) “safe zone” in the region, according to broadcaster HaberTurk.

“Our jets took off and started bombing. And now the ground operation is underway. Now we see how the YPG ... are fleeing in Afrin,” President Tayyip Erdogan said. “We will chase them. God willing, we will complete this operation very quickly.”

Around 25,000 Free Syrian Army rebels are taking part in the operation with the goal of recapturing Arab towns and villages seized by the YPG almost two years ago, a rebel commander said.

Major Yasser Abdul Rahim said the rebels did not seek to enter the mainly Kurdish city of Afrin but encircle it and expel the YPG, which controls it.

A main goal of the military operation was to recapture Tel Rifaat, a town southeast of Afrin, and a string of Arab villages the YPG captured from rebels in February 2016, driving out tens of thousands of inhabitants, Abdul Rahim told Reuters.

ROCKET HITS TURKISH TOWN

A rocket fired across the border from Syria hit the Turkish border town of Reyhanli on Sunday, killing a Syrian national and wounding 32 people, broadcaster NTV reported the town’s mayor as saying. CNN Turk said three rockets in total had been fired across the border towards Reyhanli.

Erdogan said some of Turkey’s allies had provided the YPG with 2,000 plane shipments and 5,000 truckloads of ammunition, comments that appeared to be aimed at the United States.

The attacks follow weeks of warnings against the YPG in Syria from Erdogan and his ministers. Turkey has been particularly outraged by an announcement that the United States planned to train 30,000 personnel in parts of northeast Syria under the control of the YPG-led Syrian Democratic Forces.

Foreign Minister Mevlut Cavusoglu told reporters anyone who opposed the action in Afrin was siding with terrorists and would be treated accordingly.

He said Ankara expected France to support Turkey’s operation, after France asked Ankara to act with restraint and said it would call an emergency meeting of the U.N. Security Council.

Turkey-backed Free Syrian Army rebel factions had captured a Kurdish village with no resistance and were clearing landmines, a Turkish official said.

The YPG said it had repulsed the Turkish forces.

“All the Turkish military’s ground attacks against Afrin have been repelled so far and they have been forced to retreat,” Nouri Mahmoudi, a YPG official, said. Since the morning, the combatants have exchanged shelling and clashed along several frontlines around Afrin, he said.

Thousands rallied against the attacks in the border town of Amuda in northwest Syria, vowing to stand against “Turkish occupation”, according to a local witness.

The Turkish military said it had hit targets including hideouts used by Kurdish militants. The YPG said Turkey’s strikes killed some civilians and accused Turkey of striking civilian districts and a camp for displaced people in Afrin.

Western governments have largely urged calm, with the United States saying the focus should be on fighting Islamic State in Syria.

Russia, which backs Syrian President Bashar al-Assad in the civil war, will demand in the United Nations that Turkey halt it’s operation in Afrin, RIA news quoted a member of the Russian parliament’s security committee as saying on Saturday.

TRAINING CAMP

At a training camp near the border, about 200 fighters from the Turkey-backed Free Syrian Army factions drilled on a parade ground, some in different khaki-colored uniforms, some in jeans. Lieutenant-colonel Mohammad al Hamadeen, a rebel spokesman, said a ground offensive was due to begin within hours against the YPG.

“The military operation started this morning with the invasion of the northwestern areas of Afrin. And they will start in the eastern area of Afrin,” he told Reuters.

A Reuters reporter on the outskirts of the northern Syrian town of Azaz, under the control of Free Syrian Army factions, heard several blasts and saw smoke rising from a hill to the west, where a fighter said the YPG were.

There were no signs of conflict in the town itself, where life appeared to continue as normal with traffic on the muddy, potholed roads and uniformed rebel police at the main roundabouts. At a car repair workshop on the outskirts of the town some men were fixing a gun-loaded vehicle.

On Saturday, a Pentagon official said: “We encourage all parties to avoid escalation and to focus on the most important task of defeating ISIS (Islamic State).”

Turkey’s state-run Anadolu news agency reported that four rockets fired from Syria hit the border town of Kilis overnight, damaging houses. Turkish security forces retaliated, it said.

Iran Calls on Turkey to Halt Afrin Operation
Basnews English

The Islamic Republic of Iran has called on Turkey to halt the Afrin operation and respect Syria’s territorial integrity, said a spokesperson for Iranian Foreign Ministry.

According to Mehr News Agency, Bahram Ghasemi said that Iran is closely and concernedly following the current developments in the city of Afrin.

“Iran hopes that the operation will immediately come to an end to stop the deepening of the crisis in the border areas of Turkey and Syria” he added.

“The continuation of the crisis in Afrin may further strengthen the takfirist-terrorist groups in the northern Syrian regions, and flare up the fires of war ” warned the Iranian foreign ministry.

Qasemi also drew attention to the Astana peace talks and stated that all countries, especially Turkey, are expected to remain committed to the political solution, especially Astana peace process, for the Syrian crisis and continue observing their commitments and playing their constructive role in the resolution of the crisis.

Turkish tanks, forces roll into Syria's Afrin, battle Kurdish militia

Move pits Turkey against US-backed Kurdish force that played crucial role in defeating Islamic State in Syria

Turkey's army and rebel allies battled US-backed Kurdish militia in Syria's Afrin province on Sunday, stepping up a two-day-old campaign against YPG fighters that has opened a new front in Syria's civil war.

Amid US calls for restraint, Turkish artillery pounded YPG positions while rockets fired from inside Syria slammed into two Turkish border towns, wounding dozens, according to the local governor's office and a witness.

Turkey began its push to clear YPG fighters from the northwestern enclave of Syria and create a buffer zone on Saturday when it launched artillery and air strikes against their positions in Afrin in what it called "Operation Olive Branch". Turkish forces moved into the town of Afrin at 11am local time on Sunday, penetrating 5km into Syria, NTV television reported,

The move pits Turkey against a US-backed force that played a crucial role in defeating Islamic State (IS) in Syria. Turkey considers the YPG a terrorist group linked to Kurdish separatists fighting government forces at home, Bloomberg reported. Turkish military action also complicates Russian efforts to end the seven-year conflict in favor of President Bashar Al-Assad.

Even as Washington expressed concern about the situation, Turkey forged ahead. "Our jets took off and started bombing. And now the ground operation is underway. Now we see how the YPG ... are fleeing in Afrin," President Tayyip Erdogan said.

Erdogan said Turkey plans to finish the operation quickly, as areas bordering Afrin were declared off-limits until 3 February, Bloomberg said. The plan is to create a buffer zone extending 30km into Syria, according to NTV. "We will chase them. God willing, we will complete this operation very quickly," Erdogan added.

Intense Turkish artillery fire and air strikes continued to hit some villages, the YPG said, while fierce battles raged to the north and west of Afrin against Turkish forces and their rebel allies, said Birusk Hasaka, a YPG spokesman in Afrin.

Turkey, which is backing the Free Syrian Army rebel factions in northern Syria, wants to create a 30km "safe zone" in the region, broadcaster HaberTurk quoted the prime minister, Binali Yildirim, as saying.

Strained Turkey-US relations

Still, it is targeting the US-supported YPG at a time Turkey's ties with NATO ally Washington are deeply strained.

"We urge Turkey to exercise restraint and ensure that its military operations remain limited in scope and duration and scrupulous to avoid civilian casualties," US State Department Spokeswoman Heather Nauert said.

Turkey did advise the United States before taking action, US Defense Secretary Jim Mattis said on Sunday, adding: "We'll work this out".

More chaos as a result of @realDonaldTrump Administration policies. #Turkey, with the support of #Russia, is now attacking U.S. backed Kurdish forces in #Syria. https://t.co/m9tvRMa9I2

    — Ted Lieu (@tedlieu) January 20, 2018
The attacks follow weeks of warnings against the YPG in Syria from Erdogan and his ministers. Russian Foreign Minister Sergei Lavrov said in an interview with Kommersant newspaper that Turkey had been infuriated by "unilateral" US actions in Syria.

Turkey was particularly outraged by an announcement that the US planned to train 30,000 personnel in parts of northeast Syria under the control of the YPG-led Syrian Democratic Forces.

Rockets fired across the border from Syria hit the Turkish town of Reyhanli, killing a Syrian national and wounding 46 people, the local governor's office said. Another five were wounded when rockets hit the border town of Kilis, a Reuters witness said.

Turkey-backed Free Syrian Army rebel factions had captured a Kurdish village with no resistance and were clearing landmines, a Turkish official said.

Still, the YPG said it had repelled the Turkish forces.

"All the Turkish military's ground attacks against Afrin have been repelled so far and they have been forced to retreat," Nouri Mahmoudi, a YPG official, said. Since the morning, the combatants have exchanged shelling and clashed along several frontlines around Afrin, he said.

Emergency UNSC meeting

Thousands rallied against the attacks in the border town of Amuda in northwest Syria. In Turkey, police used pepper spray against pro-Kurdish protesters in Istanbul and Ankara.

Turkey said it had hit targets including hideouts used by Kurdish militants. The YPG said Turkey's strikes killed some civilians and accused Turkey of hitting civilian districts and a camp for displaced people in Afrin.

Turkey said it is invoking self-defense under international law, assuring Syria that the offensive was solely targeting “terrorists” and that its forces would pull out after meeting its goals, Bloomberg reported.

French Foreign Minister Foreign Minister Jean-Yves Le Drian called for an emergency United Nations Security Council meeting, drawing a rebuke from his Turkish counterpart Mevlut Cavusoglu on the grounds that such a move would amount to support for terrorism.

Russia, which backs Syrian President Bashar al-Assad in the civil war, will demand in the UN that Turkey halt it's operation, RIA news cited a member of the Russian parliament's security committee as saying on Saturday.

Syria, Egypt and Iran have condemned Turkey's attack.

About 25,000 Free Syrian Army rebels are taking part in the operation with the goal of recapturing Arab towns and villages seized by the YPG almost two years ago, a rebel commander said.

A main goal of the military operation was to recapture Tel Rifaat, a town southeast of Afrin, and a string of Arab villages the YPG captured from rebels in February 2016, driving out tens of thousands of inhabitants, Abdul Rahim told Reuters.

The Afrin region under assault by Turkish forces is home to at least 800,000 civilians, including refugees from the Syrian civil war, according to the Associated Press.

Turkey continues its assault on Kurdish Afrin in Syria

10:21 p.m.

SDF: Turkey has failed again to enter Afrin

The US-backed Syrian Democratic Forces (SDF), an alliance of Kurdish and Arab armed groups, claimed that all Turkish attempts to enter areas controlled by the YPG, the backbone of the forces, have failed.

“Turkish occupation army and its mercenaries’ attempts to enter Afrin once again failed,” the SDF said in an English statement, referring to the Turkish military operation to clear Kurdish fighters from the border strip with Syrian Kurdistan or Rojava.

Turkish media earlier in the day claimed the Turkish military secured at least a village from the Kurdish forces outside of Afrin city. The YPG denied the claims saying they lost control over one hill, but even that was later recaptured.

The SDF denied that they were behind three rockets that landed in the Turkish city of Reyhanli in Hatay province on Saturday that local government says killed at least one, and injured more than 30.

“We once again stress that we have nothing to do with shelling civilian settlements. We never target the territory outside of our borders,” the SDF said, claiming that the rockets were fired by the Turkish forces and the so-called Free Syrian Army, a Syrian militia supported by Ankara since the beginning of the Syrian Civil War in 2011.

The UK-based Syrian Observatory for Human Rights reported Sunday night that two people, a man and his son, have been killed by bombardment in Kaljibirin village east of Afrin by mortar attacks of Kurdish fighters.

The YPG, the Peoples’ Protections Units, said in a separate statement that they lost no territory to Turkey in the operation..

The YPG claimed that they killed more than 10 Turkish soldiers, and injured double that number in clashes on Sunday, but the Turkish military have not confirmed any such reports.

9:39 p.m.

France calls for emergency meeting of UN Security Council regarding Afrin on Monday

France has called for an emergency meeting of the UN Security Council tomorrow to discuss the Turkish military operation against the Kurdish canton of Afrin, two days after deadly attacks by the Turkish state that has killed at least nine civilians.

“Ghouta, Idlib, Afrin - France asks for an urgent meeting of the Security Council,” French Foreign Minister Jean-Yves Le Drian said on Twitter Sunday night.

The French minister had already discussed the situation in Afrin with his Turkish counterpart Mevlut Cavusoglu earlier in the day.

"Syria: Ceasefire for everywhere, unconditional humanitarian access," he said in a separate tweet earlier in the day.

7:30 p.m.

Turkish strikes kill 8 civilians on Sunday, raising total to 18 in 24 hrs, Observatory

Turkish airstrikes have killed at least 18 civilians since the launch of the military aggression against Afrin including 8 people on Saturday, the UK-based Syrian Observatory for Human Rights that follows the events reported Sunday evening.

The Turkish bombardment that includes airstrikes and artillery killed 8 people, including one child in the Jalabara area of Shirawa district southeast of Afrin, which also caused material damage.

The observatory said that it also documented the death of three more people in two villages of Muraimin and Diwa, bringing the total to 18 since Saturday, the Observatory explained.

The YPG, an armed Kurdish group in Afrin, stated that the strikes killed 6 civilians, 3 Kurdish fighters and injured 13 more civilians on Saturday, the first day of the operation.

One Syrian national and 32 more people have been injured due to three rockets landing in the Reyhanli district of the Turkish province of Hatay, southern Turkey that borders Syria, Reyhanli mayor Huseyin Sanverdi told Turkish media on Sunday. He said two of the injured are in critical condition.

Turkey’s President vows to “crush” local opposition to Afrin operation

Turkey’s President Recep Tayyip Erdogan on Sunday vowed to “crush” any local opposition to the country’s cross-border aggression against the Kurdish canton of Afrin in Syria.

His comments come after some people in Istanbul protested against the operation, faced by Turkey’s riot police.

Turkey has a significant Kurdish population in the south and southeastern parts of the country. Some members of the pro-Kurdish Peoples Democratic Party (HDP) have already voiced their opposition to Ankara's deadly attacks against Afrin that killed at least 7 people since the operation began on Saturday.

“This is a national struggle. We will crush anyone who opposes our national struggle,” Erdogan said at an event today.

“We are not alone... Allah is with us,” Erdogan said, “God willing, this operation will come to an end in a short time.”

Russia, France, Iran, and Egypt, among others, have called on the two sides for calm.

Turkish troops 'capture villages' in Afrin

Turkish forces have captured a number of villages in north-western Syria, on the third day of an offensive to oust Kurdish fighters, Turkish media report.

Troops, accompanied by allied Syrian rebels, reportedly seized control of several areas in Afrin on Monday.

Turkish President Recep Tayyip Erdogan said he would not "step back" in the assault following talks with Russia.

Turkey considers the Kurdish YPG militia it is targeting in the region to be a terrorist group.

"We are determined, Afrin will be sorted out," Mr Erdogan said in a live television broadcast in Ankara on Monday.

"We will take no step back," he said, adding: "We spoke about this with our Russian friends; we have an agreement."

The YPG, which controls much of north-eastern Syria, is believed by Turkey to be an extension of the Kurdistan Workers Party (PKK), which has fought for Kurdish autonomy in Turkey for three decades.

The YPG denies any direct links and is a crucial part of a US-backed alliance battling Islamic State (ISIS) jihadists in Syria.

Ankara has condemned the US for supporting the YPG and this latest development in the Syrian civil war puts Turkey on a collision course with its NATO ally.

What has happened on the ground?

On Monday, the Afrin villages of Shankal, Qorne, Bali and Adah Manli were reportedly captured, along with rural areas including Kita, Kordo and Bibno, according to Turkey's state-run Anadolu news agency. (Turks often lie)

But the Syrian Observatory for Human Rights (SOHR), a UK-based monitoring group, said the YPG had repelled Turkish troops from two villages that had been briefly captured in heavy fighting.

The YPG also said that it had retaliated to Turkey's ground offensive with rocket fire on Turkish border areas. Two people died and 12 others were wounded when a rocket hit a camp housing Syrian rebel fighters near the border in Turkey's Hatay province, local reports said.

The Syrian government, its ally Iran and Egypt have all condemned Turkey's offensive.

The UN security council has said it will hold an emergency meeting on the situation on Monday.
What's the background to the offensive?

Turkish ground troops, assisted by rebels from the Free Syrian Army (FSA), crossed into northern Syria on Sunday as part of its offensive - called "Operation Olive Branch" - to push out the Kurdish People's Protection Units (YPG).

Mr Erdogan has vowed to crush the YPG "very quickly", but the US is urging Turkish "restraint" in order to avoid civilian casualties.

Turkish Prime Minister Binali Yildirim said the aim was to establish a 30km (19-mile) "safe zone" deep inside Syria.

Plans for the operation were believed to have accelerated when US officials said earlier this month that it would help the Syrian Democratic Forces (SDF) alliance, which is dominated by the YPG, build a new "border security force" to prevent the return of ISIS.

Some 25,000 pro-Turkey fighters have joined the offensive, rebel commander Maj Yasser Abdul Rahim told Reuters. It is not clear how many Turkish soldiers are on the ground.

Turkey's military said it had hit 45 targets on Sunday, as part of its campaign.

It earlier said dozens of air strikes had taken out 153 targets belonging to Kurdish militants.
What are the casualties?

The SOHR said on Monday that 18 civilians had so far been killed in the Afrin region. The group said that most were killed in Turkish air strikes over the weekend.

The YPG said at least four Turkish soldiers and 10 Syrian rebel fighters supporting them were killed in clashes on Sunday morning, but there has been no confirmation from Turkey.

Kurdish rockets also hit the Turkish border towns of Kilis and Reyhanli at the weekend, with casualties reported. There were further casualties in Monday's rocket attack on an FSA camp in Hatay province.

Turkey's military has been shelling the Afrin region since Thursday.
How have the key players reacted?

Western powers, including the US and France, are urging restraint.

"They warned us before they launched the aircraft they were going to do it, in consultation with us. And we are working now on the way ahead," US Defence Secretary Jim Mattis told reporters on Sunday. "We'll work this out," he added.

Syrian President Bashar al-Assad condemned the incursion, saying: "The brutal Turkish aggression" on Afrin was part of Ankara's policy of "support for terrorism" in Syria.

Russia - a key ally of President Assad - also said it was concerned by the news, and withdrew some of its troops based in the area.

Moscow will demand Turkey halt its military operations at the UN meeting, according to Russian senator Frants Klintsevich, who is the deputy chairman of the defence and security committee.

Iran, another Syria ally, called for a quick end to the operation "to prevent a deepening of the crisis" in Syria.

Turkey's operation in Syria's Afrin: The key players

On Saturday, Turkey launched an operation in the northern Syrian enclave of Afrin aimed at rooting out armed Kurdish groups, which Ankara considers a threat to its security.

Turkish ground troops followed a day after, crossing the border into Syria alongside thousands of Free Syrian Army (FSA) fighters, as part of the so-called Operation Olive Branch.

Turkey's President Recep Tayyip Erdogan had said that the operation in Afrin would be followed by a push into the northern town of Manbij, which the US-backed Kurdish forces captured from the Islamic State of Iraq and the Levant (ISIL, also known as ISIS) in 2016.

Al Jazeera's Stefanie Dekker, reporting from the Turkey-Syria border, said different regional players are "trying to carve up different parts of Syria, expanding their spheres of influence".

Here are some of the major players in the Afrin operation:

Turkey

Turkey has been battling armed Kurdish fighters for decades in the southeastern part of the country. Among those groups Ankara is fighting is the Kurdistan Workers Party, or PKK, which had separatist roots, and later pushed for more autonomy from the Turkish central government.

The violence has left 40,000 thousand civilians, soldiers and armed fighters dead, costing the country hundreds of billions of dollars. Turkey considers the PKK a "terrorist organisation", and sees the armed Syrian Kurdish groups as an extension of the PKK.

Justifying the military operation, President Erdogan said the PKK and the Syrian Kurdish group "are all the same", and changing their names "does not change the fact that they are terror organisations".

Turkey fears the establishment of a Kurdish corridor along its border. Going into Syrian territory, Turkey says it wants to establish a 30km "safe zone" in Afrin to prevent such a Kurdish corridor from being established.

Syria

The Syrian government forces have been losing territory to the opposition and various armed groups, including ISIL, since the beginning of the conflict in 2011. But the Russian intervention in 2015 turned the tide in President Bashar al-Assad's favour. At the end of 2016, the Syrian army took Aleppo, one of the main battlegrounds in the conflict.

The Syrian government forces fought against the opposition fighters in Idlib province in eastern Syria while its forces continued to battle ISIL/ISIS in the west.

By 2018, the forces loyal to President Assad regained most of the Syrian territory, but the biggest area remaining out of its reach was under the Syrian Kurdish control in the north of the country.

For days leading to the Turkish operation in Afrin, Damascus warned that Syrian air defences stood ready to defend against an air attack. But since the operation was launched, Syrian defence has not materialised.

Russia

Russia officially announced intervention in the Syrian conflict in September 2015 to support President Assad. With the Russian air support, the Syrian government has regained most of the territory lost to ISIL, as well as other Syrian opposition forces.

Russia controls the airspace over Afrin entrusted to it by Damascus, but ahead of the Turkish operation, it withdrew hundreds of its soldiers deployed near the city.

Last November, Assad thanked Russian President Vladimir Putin for "saving" the country. A month later, Putin claimed military victory in the war-torn country and announced that a "significant part" of the deployed force could return home. However, Moscow kept its Khmeimim airbase in Syria's Latakia and a naval facility in the Mediterranean city of Tartus.

Russia complained earlier in January that the US was trying to split Syria by establishing a Kurdish-controlled entity in northern Syria.

United States

The US has an estimated 2,000 troops stationed inside Syria, according to the Pentagon. That does not include classified mission and special forces personnel. Recently, US Secretary of State Rex Tillerson said Washington, DC intends to maintain an open-ended presence in Syria, not only to fight ISIL and al-Qaeda, but also to counter the influence of Iran, one of the strongest allies of the Syrian government.

Since the conflict began in 2011, the US has sought to remove the leadership in Damascus by supporting different opposition and rebel groups. That effort, however, failed. But it was more successful in leading a coalition against ISIL.

The US is allied with Turkey against Syria's Assad. But it has also aligned itself with Turkey's adversaries, the Kurds. Recently, it was revealed that the US was working to create a border security force in northern Syria consisting of 30,000 mostly Kurdish armed personnel. But Tillerson walked back on that plan, after igniting outrage in Ankara.

Most of the American troops are believed to be in Manbij, where the US-allied Syrian Kurdish armed fighters have a large presence. Turkey has vowed to target Manbij after Afrin, creating a potential flashpoint between Turkey and the US.

YPG/PYD

The People's Defense Units is more popularly known by its Kurdish acronym YPG. It is the armed wing of the Democratic Union Party (PYD), an opposition political party in Syria. The YPG and its other Syrian Kurdish affiliates control a swathe of land in northern Syria, and was credited for defending the Kurds from ISIL and al-Qaeda.

The YPG was also instrumental in retaking of the ISIL/ISIS stronghold of Raqqa.

In Afrin alone, there are between 8,000 to 10,000 Kurdish fighters, according to estimates. Kurdish fighters in Manbij also number in the thousands.

Turkey considers both the YPG and its political wing PYD "terrorist groups" with ties to the banned PKK. The YPG also has a all-female unit known as the YPJ.

Free Syrian Army (FSA)

First established in 2011, the opposition Syrian armed group FSA, sought to bring down the government of Syrian President Assad. Its founders were composed of Syrian military officers who defected from the Syrian Armed Forces.

Since its establishment, it was considered as the best hope for Syrians against the government in Damascus. But it was also ridden with infighting, and many of its fighters were suspected of abandoning it in favour of other more extreme armed groups.

When Turkey joined the Syrian conflict in 2016, an alliance of Turkish-backed fighters under the Free Syrian Army name was established.

In the latest operation in Afrin, Turkey mobilised thousands of FSA fighters within Turkey as well as in Syria to fight the Kurdish fighters.

'Relentless' shelling as Turkey intensifies Afrin push

The Turkish army has intensified an offensive against Syrian Kurdish positions in the enclave of Afrin, as President Recep Tayyip Erdogan said there would be no "stepping back" in Ankara's operation, now in its third day.

Anadolu, Turkey's state-run news agency, reported on Monday that Turkish forces continued to shell Kurdish-held areas in northwestern Syria in support of Free Syrian Army (FSA) forces, who are on the ground in Afrin fighting alongside Turkish troops.

Al Jazeera's Stefanie Dekker, reporting from the Turkish-Syrian border near Afrin, said that "relentless, heavy shelling and artillery fire" could be heard kilometres away from the centre of the operation.

Turkish jets also hit targets at Afrin's Bursaya Mountain, which holds "strategic importance" for the Kurdish fighters, Anadolu said.

Turkey claims Kurdish forces are using Bursaya to target civilians in the Turkish province of Kilis.

Ground forces also advanced east of Afrin, in Syria's Azaz district, according to Anadolu.

Meanwhile, YPG fighters claimed they were able to repel the advance of Ankara-backed FSA forces and Turkish troops in four villages in two districts of Afrin.

Ankara says its "Olive Branch" operation is aimed at ousting the Kurdish People's Protection Units (YPG), which it brands as "terrorists", and create a so-called "safe zone" 30km deep to protect its border.

France has called for a UN Security Council meeting later on Monday to discuss developments in flashpoint areas in war-torn Syria, including the Turkish operation.

Earlier on Monday, Erdogan said the Turkish army was determined to press ahead with its push, saying that "there is no stepping back from Afrin".

Afrin residents told Al Jazeera's Dekker that while some women and children had fled to Aleppo, many others remained holed up in the city.

On Sunday, the YPG reported that six civilians and three fighters had been killed.

On the Turkish side, one person was reportedly killed and two others injured in the province of Hatay on Monday, following a cross-border YPG attack, according to Anadolu.

A soldier was also reportedly injured, but there were no reports of any Turkish military fatalities.

Meanwhile, the US-backed Syrian Democratic Forces (SDF) said on Monday it was studying the possibility of sending reinforcements to the Afrin region to fight the Turkish and FSA forces.

"We are in the framework of looking at the possibility of sending more military forces to Afrin," SDF spokesman Kino Gabriel told reporters, even as he urged Turkey to stop the operation.

The SDF is a multi-ethnic but predominantly Kurdish alliance of armed groups in Syria, and was a critical part in the fight against the Islamic State of Iraq and the Levant (ISIL, also known as ISIS) group.

Turkey considers Syria's Kurdish Democratic Union Party (PYD) and its armed wing, the YPG, "terrorist groups" with ties to the banned Kurdistan Workers' Party (PKK), which has waged a decades-long fight inside Turkey.

Erdogan has previously said that all Kurdish armed groups "are all the same" and that changing their names "does not change the fact that they are terror organisations".

More than 1,000 women and children flee Afrin

BEIRUT, LEBANON (3:45 P.M.)

More than 1,000 women and children have fled Turkish operations in Afrin to seek shelter, said Yuri Evtushenko, head of the Russian Centre for Reconciliation of Opposing Sides in the Syrian Arab Republic during a briefing from the Khmeimim airbase on Sunday.

“During the past 24 hours over a thousand women and children went through the military police checkpoints in the Tell Rifaat de-conflict zone,” Evtushenko said.

Evtushenko also said the Russian Centre for Reconciliation of Opposing Sides, in cooperation with local authorities, would be providing refugees with temporary accommodation, “humanitarian aid and essential supplies.”

On Saturday, Turkish war planes started to bomb Kurdish positions in Afrin shortly after the country’s President Recep Tayyip Erdogan announced the launch of the military operation named Olive Branch.

“Honorable people of the world should raise a voice for Afrin”

“The Turkish state is committing a war crime and must be tried”, said human rights defenders from Iran and Rojhilat and called on the “honorable people of the world” to act for Afrin.

89 human rights defenders from Iran and Rojhilat (Eastern Kurdistan) released a joint declaration against the Turkish state’s invasion operation on Afrin.

The human rights defenders who include Salih Nikbext, Mistefa Ehmediyan, Arêş Fetahi Bokani and Sidiqe Hûcetpena, stressed that the invasion of the Turkish state has no legitimacy according to international laws.

“TURKISH STATE IS COMMITTING A WAR CRIME”

The joint declaration said; “This step of the Turkish state is a violation of border, an abuse that should be taken to international courts. The United Nations Security Council or no state has ever fulfilled their duty in this regard. As Irani lawyers and human rights defenders, we ask the international community to take a step in order for this invasion to end. The Turkish state is committing a crime, for which it must be brought to account. International forces can do this.”

“A DUTY OF HONORABLE PEOPLE OF THE WORLD”

Calling for awareness for Afrin from all the circles that fight for world peace, lawyers and human rights defenders from Iran and Rojhilat stated the following; “We have a mission to remind every state, institution and organization of their human and moral responsibilities. Attacks of the Turkish state must stop immediately. International human rights organizations and honorable people of the world should raise their voice for Afrin.”

Turkey continues to shell YPG targets in Afrin

The Turkish military continued to shell positions of the Syrian Kurdish militia the People’s Protection Units (YPG) in Syria’s Afrin on Jan. 22, the third day of Operation Olive Branch.

The military carried out the shelling from Turkey’s border province of Kilis in support of the Free Syrian Army, which is conducting the ground operation in Afrin.

The artillery fire could be heard from the city center in Kilis as well as in some villages of the neighboring province of Hatay.

Meanwhile, Turkey launched a military operation on Jan. 22 towards Afrin from Syria’s Azaz, the Turkish military announced around noon on the same day, according to the state-run Anadolu Agency.

The military vehicle reinforcements continued to be made for the border units.

The Turkish Armed Forces on Jan. 21 took control of 11 YPG positions and created safe zones during Operation Olive Branch in Afrin.

The Turkish army in alliance with the Free Syrian Army (FSA) captured Afrin’s Shankal, Qorne, Bali, Adah Manli villages and Kita, Kordo and Bibno rural areas along with four other hills.

On the first day of the ground operation, which started in the early hours of Jan. 21, the Turkish army surrounded Afrin from its north, northwest and west.

On Jan. 20, Turkey launched Operation Olive Branch against the YPG, which it sees as linked to the outlawed Kurdistan Workers’ Party (PKK), in Afrin.

The Turkish General Staff says the operation aims to establish security and stability along Turkey’s borders and the region, as well as to protect the Syrian people.

It stated that the operation was being carried out under the framework of Turkey’s rights based on international law, U.N. Security Council decisions, self-defense rights under the U.N. charter, and respect for Syria’s territorial integrity.

The military also said “utmost importance” was being placed on not harming any civilians.
