
Abolishing the Baath’s North Affairs decisions has created a controversy in Kirkuk. Unlike pleased Kurds and Turkmens, the Arabs are unhappy about the decision.
Sherzad Adil Khurshid, a member of the Kirkuk Provincial Council (KPC) on the Brayati (Kurdish list) praised the decision in a statement to Aswat al-Iraq, stating “The Iraqi Council of Minister’s step to abolish the decisions of North Affairs committee (former regime) was a courageous step in the interest of Kurds and Turkmens of Kirkuk, as to remove the remnants of the former regime’s policies.”
Khurshid claims that the former regime distributed the lands of the original people to the ‘imported Arabs’. He also urged the central government to make such duties as removing the former regime’s policies a priority.
Haj Cengiz Allawerdi is a Turkmen citizen of Kirkuk who was also pleased with the decision, saying that “The decision gave our rights back after 35 years.” He urged the abolition all the decisions made by the Saddam regime’s Revolutionary Leadership. “Turkmens generally, Shitte Turkmens especially were suffering from negligence and land occupation, as in the areas of Taza, Leilan, Ts’een, and Hamzali.”
However, Sheikh Abdulla Sami Asi who is a member of the Arab factions of the KPC urged revision, stated that “There should be an accurate revision of the decision by forming a special committee to evaluate the advantages and losses of this decision. The experts should evaluate the technical aspects too.” He added, “Arabs are with solution not the problem, but it should be a logical and proper solution without hurting any side.”

Tahseen Kahiya was a Turkmen member of the KPC and believes the decision is not enough, as he told Aswat al-Iraqiya, “The abolition does not solve the problem of the Turkmens since the lands of Turkmens were not taken by the decision of the North Affairs Committee, but by the Revolutionary Leadership.” He also urged to abolish all the decisions made by Saddam’s Revolutionary Leadership.
A Kurdish citizen also praised the decision as a ‘good start’. Qasim Abdulrahman Ali said, “Abolishing the decision is a good start to solve the hanging problems between Baghdad and Erbil.” He also said, “The decision means taking half of the occupied lands.”
The Iraqi Council of Ministers decided to abolish the decisions made by the North Affairs Committee of the Baath regime concerning Kirkuk. The decisions made by the North Affairs were granting the right of agricultural bonds only to Arabs, the others were all abolished.
