A representative of the United Nations Assistant Mission in Iraq (UNAMI) said Article 140 should be implemented through constitution and law, as he insisted on their assistance in resolving the issues of Kirkuk.

Martin Kobler from the UNAMI held a press conference on April 1 to mark the opening of the UNAMI office in Kirkuk, saying everyone should work on Article 140 of the Iraqi constitution to resolve the disputed areas issues. Kobler said the issues can be resolved through negotiations and elections, and that the UNAMI considers Kirkuk as a big issue in Iraq. “We gave our report to the UN last week concerning the issues of Iraq, and it was mostly about Kirkuk,” Kobler said adding that he was pleased that most of the factions agreed to hold elections this year, unlike in previous years.

Kobler met with the Kirkuk governor as well as the chairman of the Kirkuk Provincial Council to discuss the upcoming elections and other issues of the province. Article 140 calls for normalization of the disputed areas between Baghdad and the Kurdistan region, as Kirkuk is part of the disputed areas.

44 families reside in Kirkuk illegally

The mayor of Kirkuk says 44 Arab families reside in Taza Township illegally. They have come from Diyala and Tikrit.

Kamil Salaiyie, mayor of Kirkuk said, “According to our information, more than 44 Arab families have come to Intisar village in Kirkuk without having permission to stay.” All these families are Arab-ethnic according to Salaiyie. He said a committee was formed with the Kirkuk Provincial Council (KPC) to investigate the issue.

Taza Township is in Daquq district, 20 km south of Kirkuk City.

KRG representative looks to the UN

Dindar Barzani, the KRG representative for foreign relationships, has asked the UN to mediate between Baghdad and Erbil over unresolved items such as oil and the disputed territories.

Dindar Barzani told Radio Sawa that the UN has a big role to play in Iraq, including in the city of Mosul in bringing together rival groups such as Hadbah and Nineveh.

However, he does not seem to not realise that the UN is the most bureaucratic organisation in the world, now famous for its passivity in the face of several global crises. To take the example of Syria, there needs to be an analysis as to why an organisation of the UN’s magnitude can do nothing to check the killing machine of Bashar Assad’s regime.

this is another move KRG can actually take up to settle the issue via " UN Arbitration " .

Arab farmers call head of Article 140 committee unfair

Arab farmers are calling for the removal of Major Fahmi from his post as the head of the Article 140 Implementation Committee for being ‘biased and affiliated’ with a certain group.

In a press conference held on April 8, Younis Assi, spokesman of Arab farmers said, “Our situation is getting worse day by day after removing our contracts,” referring to the abolishing of agricultural contracts held in the times of the former regime.

“Our lands are invaded by the other people,” Assi says. He says not only their lands but their agriculture equipment is ‘confiscated’ by who they were given before 2003.

Removing the decision of North Affairs Committee was part of normalization process of implementing Article 140, as it meant abolishing many agriculture contracts held with the ‘brought Arabs’. The decision was held on January 24, 2012 as thousands acres of land were given back to the Kurds and Turkmens.

According to Iraqi constitution, Article 140 will be implemented in three phases, normalization, census, and referendum. Sending the ‘brought Arabs’ back to their original places and removing their contracts in the province is part of the normalization process.

Farmers criticize the Article 140 committee and say, “Arabs are the most suffered group in the aftermath of their work.” Assi criticized Major Fahmi since he did not agree to meet the Arab farmers. They further criticize his committee for neglecting Arabs and abolishing the contracts of some indigenous Arabs in Kirkuk.

To discuss the issue, Kirkuk Now called Kakarash Sidiq, head of the Kirkuk branch of the committee, but he was not ready to give any statements due to ‘his busy schedule’. “Leave these Arabs,” he said.

Investigation into new Arab family settlers

After dozens of families entered Kirkuk province without any permission, the Kirkuk mayor has made promises to investigate them.

As a disputed province between the Kurdistan region and the Iraqi central government, entering and living in Kirkuk falls under several restrictions. Recently, some families entered Kirkuk without gaining any prior permission.

“We’ve contacted various officials to give us information concerning the coming of the families,” according to Kamil Salaiyie, Kirkuk mayor. “They have come without informing the Migration Office.”

The number of newly-arrived families has been estimated to be approximately 40 and have been coming from Mosul, Tikrit and Diayala to reside in Kirkuk and feed their livestock. The Kirkuk administration does not allow anyone to reside in Kirkuk without having prior permission from the Migration Office.

In a similar case, last week, the Kirkuk Province Governor said 44 Arab families had come to Intisar village and resided there without any permission.

Wow, Barzani predicts a full scale WAR if article 140 is not implemented on Kirkuk issue!

I believe there will be war with many casualties on all sides, but Kurds will achieve their goals.

A big regional war will result in a Big united Kurdish State from northwest to southeast!

A MP on SLC list Mahamad Sahyud,announced today Saturday, in a statement that, an agreement has been reached between Iraqiya led by Ayad Allawi, and Kurdistan alliance to have Kirkuk and other disputed areas annexed to KRG .

"Even though the Iraqiya list's previous slogan was, rejection of article 140, but they have currently come to an agreement with President of Kurdistan to have the disputed areas including Kirkuk to be annexed to KRG , in return Maliki is replaced with Adad Allawi" he said.

Hamid Mutlaq, an MP on Iraqiya list announced "we have sympathy towards kurds according to the constitution, and one of our main demand is implementing the entire content of Erbil agreement" .

he added saying "Erbil agreement resulted in the formation of current government, some of them were implemented but we are with the implementation of the entire content of the agreement" he continued his statement by adding "our kurdish brothers also have the right to urge implementation of Erbil agreement as it is".

Worth mentioning Kurds had 19 points in Erbil agreements most importantly they were, implementation of article 140, oil and gas law and Peshemrga budget.

can you name one arab that supports the aricle 140 ? or even believes in principle that these areas are kurdish and need to be annexed to kurdistan ???

this is not the baath we are talking about , yes baath did the arabization and fiddling of these areas , but it is not the baath who is in power now ? and why not reverse his actions if they are against his principles and ideologies ?

the line which the arabs used during Anfal was the kurds use to beg "Kahter Allah" which means please for gods sake , their answers were "god is on holidays" ... this same mentality and the baath principles of arabization and occupying kurdish lands remains unchanged . when i asked the arab shiites on iraqiforum.org about the occupied lands in kirkuk and sliced off areas their answers were "what occupy, iraq is iraq we live where we want" , hence has led me to say shit is shit no matter color size or shape.

this is the consciousness every single kurd needs to realize that living with an arabic country is impossible once again , and we still see the displacement and killings of kurds in Sadyea and Jalwla on weekly bases (yesterday 2 PUK cadres were killed), and i have posted an article regards this issue .
