Arab farmers are calling for the removal of Major Fahmi from his post as the head of the Article 140 Implementation Committee for being ‘biased and affiliated’ with a certain group.
In a press conference held on April 8, Younis Assi, spokesman of Arab farmers said, “Our situation is getting worse day by day after removing our contracts,” referring to the abolishing of agricultural contracts held in the times of the former regime.
“Our lands are invaded by the other people,” Assi says. He says not only their lands but their agriculture equipment is ‘confiscated’ by who they were given before 2003.
Removing the decision of North Affairs Committee was part of normalization process of implementing Article 140, as it meant abolishing many agriculture contracts held with the ‘brought Arabs’. The decision was held on January 24, 2012 as thousands acres of land were given back to the Kurds and Turkmens.
According to Iraqi constitution, Article 140 will be implemented in three phases, normalization, census, and referendum. Sending the ‘brought Arabs’ back to their original places and removing their contracts in the province is part of the normalization process.
Farmers criticize the Article 140 committee and say, “Arabs are the most suffered group in the aftermath of their work.” Assi criticized Major Fahmi since he did not agree to meet the Arab farmers. They further criticize his committee for neglecting Arabs and abolishing the contracts of some indigenous Arabs in Kirkuk.
To discuss the issue, Kirkuk Now called Kakarash Sidiq, head of the Kirkuk branch of the committee, but he was not ready to give any statements due to ‘his busy schedule’. “Leave these Arabs,” he said.
