Article 140 , is an article in the Iraqi constitution , which is a road map to solve the disputed areas between Erbil and Baghdad with majority Kurds on their ancestral lands.

the article consists of 3 phases:

1. Normalization (compensation and returning land to original owners , Kurds & Turkmen) - almost complete
2. Census (related to all iraq) - not implemented
3. Referendum (will decide which side the people of Kirkuk will want to choose to be with) - not implemented

140 committee has canceled 6550 agricultural contracts for the Arab settlers and 3300 of the settlers will be compensated in few weeks , the head of kerkuk office committee said this almost brings us to the edge of 1st stage of article 140.

KERKUK IS KURDISTANI

1921, the British estimated the population of the Kirkuk region to be 75,000 Kurds, 35,000 Turkomans, 10,000 Arabs, 1,400 Jews, and 600 Chaldeans. A League of Nations Committee that visited the Mosul vilayet in 1925 estimated that the Kurds comprised 63 percent of Kirkuk's population, the Turkomans, 19 percent, and the Arabs, 18 percent.

After the Baath party consolidated power in 1963, the National Guard (al-Haras al-Qawmi), recruited Arab Baathists and Turkomans who systematically attacked ethnic Kurds. Between 1963 and 1988, the Baathist regime destroyed 779 Kurdish villages in the Kirkuk region razing 493 primary schools, 598 mosques, and 40 medical clinics.[10] In order to prevent the return of the Kurds, they burned farms and orchards, confiscated cattle, blew up wells, and obliterated cemeteries. In all, this ethnic cleansing campaign forced 37,726 Kurdish families out of their villages. Given the average rural Kurdish family size of between five and seven people, this policy forced over 200,000 Kurds to flee the region. The Kurds were not the regime's only victims. During the Iran-Iraq war, the central government destroyed about ten Shiite Turkoman villages south of Kirkuk.

The last ethnic-breakdown census in Iraq was conducted in 1957, well before Saddam began his program to move Arabs to Kirkuk. That count showed 178,000 Kurds, 48,000 Turkomen, 43,000 Arabs and 10,000 Assyrian-Chaldean Christians living in the province.

more cheques given to returned kurds article 140

the 140 committee office in kerkuk gave out 600 cheques to Kurdish returned families this week , and in a new future 100 more will be given to the "Arab farmers" now returned to Baghdad.

This is all very interesting, and very good.

Perhaps finally, they will hold the referendum and we will regain Kerkuk, and offcourse the other 'disputed' territories.

I do not mean to burst anyones bubbles , but frankly if anyone think that kerkuk issue is going to be resolved through referendum or diplomancy is badly mistaken . Artical 140 was put in place to give Iraq time to gather it's strength and nothing more . Kerkuk will only be part of kurdistan through the barrel of gun , mass deportation of arabs ,and a heavy handed policy which frankly KRG does not have the stomach for . They are too busy counting money and keeping a clean sheet to show the world how civilized Kurds are .

To some extent, I agree.

The Kurds are in a cross-road; The Arabs are not willing to give even 1 meter back to the Kurds. The Turkmen are the proxies of the Turks being used for Anti-Kurdish reasons only. Assyrians don't trust Kurds one bit and would not hesitate to put all their problems on Kurds and have strong Iraqi sentiments. the foreign powers' (the U.S)'s interest is in a self-ruled Kirkuk, which is what they are pushing for so that they can get the most out of its natural wealth. The Kurds are stranded completely, and one can say, have done nothing or have never pushed seriously to achieve their goals.

Recently, Dr. Mahmood Othman, an independent Kurdish MP in Baghdad, reiterated on that fact and put the biggest share of the blame on the Kurdish parties for not having a united and efficient approach towards the issue, he said that the Kurds have not even held one meeting amongst themselves to discuss the issue and the ways to resolve it.

Not to mention that Kurds don't have the firepower to take it by force, and such move will backfire with Turkey, alongside the whole international community accusing the Kurds of forcing their way into Kirkuk.

Now, things are in a stalemate. And Kurds need to seriously reconsider their options and determine their path on how to get Kirkuk, an ancient Kurdish city, back.

kerkuk been a kurdish city and in iraq gives no chance to turkey to talk about it , israel takes land outside its territory and the international community accepts it why not for kurds ? i say KRG to take kerkuk by force and forget what US wants , the the 140 is going in the right direction and according to this land agreement cancellation it brings the article to its 1st phase. and peshemrga actually took it by force 2 months ago but US asked to withdraw so i say let these fuckers get out instead of stay we will deal with kerkuk ourselves. and a census then followed by a referendum will determine the fate of the city n o US or turkey can then stuck there nose in it.

and saying KRG has not done anything for kerkuk its wrong , KRG invented artivcle 140 , Masoud barzani invited maliki and allawi in KDP anniversary and told them "kerkuk is non negotiable" and also the iraqi government was formed based on having the article to be implemented in 2 years , which we are seeing its witnessing great progress now and the 1st stage is sitting on the edge after "all land agreements (by Saddam) have been cancelled" in kerkuk , next is census followed by a referendum.

Kurdistan region president Masoud Barzani received on Wednesday UN Secretary General's Special Representative in Iraq Ad Melkert and his companying delegation in his office in Erbil.


The two sides discussed the latest situation in Iraq including ministerial posts, which have remained vacant, and the possibility of establishing Iraqi council for strategic policies.

They also discussed ways to implement article 140 of the Iraqi constitution and United Nations Assistance Mission for Iraq’s future role in this process.
They shed light on the possibility of remaining US forces in Iraq after 2011. They also attached importance to the security protection of the separated areas of Kurdistan region.

Less than one-third of families in disputed areas refunded

Erbil, May 20 (AKnews)- Representative from the Kurdistan Region and the bordering provinces of the Islamic Republic of Iran said the two sides have taken some measures to improve economic relations.

parizgari hawlerAn Iranian delegation met with the Kurdistan Region Prime Minister Barham Salih Thursday in Erbil. After the meeting, Erbil Governor Nawzad Hadi and senior official in the delegation held a press conference and announced the measures.

In the meeting not only promoting economic relations but also developing bilateral political and cultural ties were discussed, Hadi said.

He added in order to improve economic ties four committees have been set up. They have to follow up developments in customs, trade exchange, commerce, and electricity and to work for removing any obstacles that hinders extension of relations.

The governor for Iranian bordering province of Kermanshahan, Mr. Hashemi, also believed the regular visits of delegations from his country is an obvious indication for his country’s determination to improve political, economic and cultural relations with Kurdistan.

He promised more Iranian investment in Kurdistan aviation and tourism in a near future.

The deputy governor for the Western Azarbaijan, Mr. Fatholahzade, also said that his country has agreed to license an Iraqi consulate in the center of the governorate, Urumiyyeh. The office will serve promoting relations with Iraq, including Kurdistan.

He added the delegation’s visit is not confined to protocols but to study measures to raise the trade exchange level from $7 billion to $10 billion.
