Russian, Iraqi Kurdistan politicians seek closer ties

MOSCOW, — Russian lawmakers have moved to establish closer ties with Iraq’s autonomous Kurdistan region, inviting members of the influential Kurdistan Democratic Party (KDP) to Moscow to discuss future cooperation.

The Kurdistan Democratic Party KDP delegation led by Abdulsalam Abdullah, a senior party official in charge of relations with Asian states, was invited to Moscow by A Just Russia party, one of the country’s four parliamentary parties, whose 64-strong faction is the third largest in the State Duma.

During their stay in the Russian capital, the Iraqi delegation also met with representatives of other parliamentary parties such as the pro-Kremlin United Russia and the Communists,www.ekurd.net as well as with “Foreign Ministry people,” Abdullah said on the sidelines of a Friday news conference in Moscow, without specifying with whom in the ministry.

“Our party considers our relations with Russia strategic and balanced… we would like to further strengthen them,” he said during the news conference.

The KDP and A Just Russia agreed to sign a memorandum of cooperation, which may happen “in the next few days,” he said.

Besides closer relations with Russian political parties, the KDP would also welcome cooperation “between our parliaments and governments,” Abdullah told RIA Novosti.

The KDP is led by Massoud Barzani, the president of the Kurdistan region, which enjoys broad autonomy from Baghdad. The party is part of a majority coalition in the unicameral Iraqi Kurdistan Parliament, along with the Patriotic Union of Kurdistan (PUK).

Andrei Klimov, a United Russia member and first deputy chairman of the State Duma committee in charge of international affairs, was among the lawmakers who hosted the Iraqi delegation in the Duma.

He said United Russia was interested in closer cooperation with “influential political parties operating at the regional level” which have “a clear ideological basis that is close to ours,” according to a statement published on the United Russia website.

Russia wants to have good relations with the KDP because of the “importance” of the region the party represents, he explained, adding that “besides politics, this includes economy, security, and considerable prospects for cooperation in the humanitarian sphere.”

“Given the development of a new large-scale integration project – the Eurasian Union – we are virtually moving even closer to each other,” he said, referring to an integration initiative promoted by Russian Prime Minister and President-elect Vladimir Putin, which is designed to boost cooperation across the Eurasian space.

“This is without doubt an important factor to develop cooperation,” Klimov added.

Russian companies invited to Iraqi Kurdistan

There are an estimated 15,000 Kurds in Russia, which Abdullah said was “the second country to open its Consulate General in Erbil,” the capital city of the Kurdistan region, adding “this will forever stay in our memory.”

He called on Russian companies, including those involved in the energy, construction a tourism sectors, to invest in the Kurdistan region, saying that they “could become decent competitors of those companies already operating” there.

The Kurdistan region is one of the most prosperous in Iraq, with its economy dominated by the oil industry, agriculture and tourism.
The Kurdistan Regional Government (KRG) claims the right to negotiate its own contracts with foreign oil companies, offering production-sharing deals that many companies consider more attractive than those offered by Baghdad. The Iraqi government has banned companies that signed deals with the KRG from taking part in an energy licensing auction due in late May.

The Norbest Limited energy company, which the KGR described as an affiliate of the TNK-BP consortium (although the Russian-British company denied any link), is among a few foreign energy companies working in the region, which also include U.S. energy giant Exxon Mobil.
A Russian delegation led by Yevgeny Primakov, Russia’s former prime minister and then-President of the country’s Commerce and Industry Chamber, visited the Kurdistan region in 2008 in a bid to boost cooperation, but there have been no major deals signed since then.

Korea's new ambassador meets Kurdistan's leaders on first visit to Erbil

In his first visit to the Kurdistan Region, this week Korea's ambassador to Iraq met President Masoud Barzani, Prime Minister Nechirvan Barzani and senior government officials to congratulate the new cabinet and discuss ways of enhancing bilateral ties.

Ambassador Heyon Meyong Kim met President Barzani to discuss how to strengthen bilateral relations between Korea and the Kurdistan Region. President Barzani said, "Korea is an important and advanced country and has a valued position within the international community. We hope that we can benefit from your experience and encourage Korean business to establish a strong presence in our region."

The Republic of Korea currently has an Embassy Office in Erbil and is headed by Consul General Joo Joong Chul.

Over time and through the Korean International Cooperation Agency (KOICA), Korea has offered training and scholarship programmes to officials in the Kurdistan Regional Government. Ambassador Kim said, "I'm very impressed by the excellent leadership of Kurdistan that has led to so much progress, and I hope this leadership will lead to further peace and prosperity for the Kurdish people and that it will spread to other parts of Iraq as well. And, in this process, I think that the Korean experience in development is very important, and we want to share it with Kurdistan."

The President congratulated Ambassador Kim on his new assignment and confirmed his readiness to support his mission in Iraq in order to ensure its success.

In his meeting with Prime Minister Nerchivan Barzani, Ambassador Kim congratulated him on the formation of the seventh cabinet and said that he was pleased with the KRG's ongoing efforts to reach out to the international community and for its support to the private sector. He said, "Political security and economic growth are the key elements of a progressive people, and I am impressed with the ongoing progress of Kurdistan."

Prime Minister Barzani congratulated the ambassador on his new assignment and reflected on the previous Korean Zaytun Division that was based in Kurdistan, saying their contributions to local communities played a strong role in establishing political and economic ties between the two sides. He added that the KRG appreciated KOICA's ongoing technical assistance and human capacity programmes to the people of Kurdistan.

The ambassador also met with the Head of KRG's Department of Foreign Relations, Minister Falah Mustafa, to discuss Korea's positive contributions to Kurdistan and its people. He said, "Our employees have benefited greatly from the courses and scholarship programmes that KOICA provides. We want to encourage further exchanges of visits between us and also invite technical experts to provide knowledge and experience in the fields of agriculture, industry and tourism."

KRG Planning Minister Dr. Ali Sindi , on Sunday , April 29, met with Jeroen Roodenburg the Dutch Ambassador in Baghdad.

The Ambassador expressed his happiness for visiting Kurdistan Region . He said that his country will open an office for its embassy in Erbil soon, which will contribute in consolidating bilateral ties between Kurdistan Region and Netherlands .

The two sides discussed current situations in the Iraqi arena.

President of Kurdistan Region up the United Arab Emirates on an official visit

Mr. Massoud Barzani arrived in Kurdistan Region President and his accompanying delegation, on Monday 30/4/2012, on a visit at the official invitation to the United Arab Emirates.

President Barzani will discuss during his visit many of the issues and themes related to the relations between the two sides at the economic and investment cooperation with senior officials in the UAE, is scheduled to go head the Kurdistan Region to the State of Qatar, after the end of his visit to the United Arab Emirates United.

The delegation accompanying President Barzani both Imad Ahmed, deputy head of the Kurdistan Regional Government, and Dr. Ali Sindi Minister Falah Mustafa Planning and Foreign Relations Department official in the government of the province and Hersh Muharram head of the investment and the number of advisers.

Baghdad's permission not needed for intl visits: KBC

ERBIL-Hewlêr, Kurdistan region 'Iraq', — President of the autonomous Kurdistan Region Massoud Barzani does not need to obtain permission from Baghdad for his regional and international visits, said the spokesman for the Kurdish Blocs Coalition (KBC) in the Iraqi Council of Representatives on Wednesday.

Muayyid Tayyeb denied that such visits are "personal", as they come in response to calls by officials and leaders of the concerned countries.

Tayyeb said: "Barzani's visits to the neighboring countries and other countries were carried out as head of the region. All of them are official visits that take place in response to official invitations from the leaders of these countries."

MP Ali al-Allak from the State of Law Coalition led by PM Nouri al-Maliki said in a statement that Barzani's visit to the Gulf countries was a "personal visit".

Allak added: "Every political leader who leaves the country must coordinate with the Iraqi Foreign Ministry to prevent any external interference in Iraq's affairs.

"Barzani's tour of the Gulf countries is personal and we weren't informed about what will be discussed."

Tayyeb rejected Allak's comments, stating: "Barzani is a well-known leader and has strong regional, Arab and international relations that aim to serve the new Iraq which is based on consensus and support of the democratic process. He aims to serve all Iraqis and the Kurdistan region as well.

"Saying that these visits show a divided country is not accurate, and those who are saying that monopolize the political decision.

"Iraq's foreign policy is governed by the federal constitution, which states in one of its terms that Iraq seeks to build good relations with its surroundings and work to resolve their differences using diplomatic and political means.

"There might be a sense of envy of the relationships and respect that Barzani enjoys as president of the region due to his wisdom.

"All the relations of the president of the Kurdistan Region can benefit Iraq as a whole because at the end they will be for the interest of the country in general."

Barzani arrived to the United Arab Emirates on Monday at the head of a delegation including the Vice President of the Kurdistan Regional Government (KRG) Imad Ahmed, KRG Minister of Planning Ali Sindy, KRG Foreign Relations Department official Falah Mustafa, head of the region's investment committee Hersh Muharram and a number of advisers.

The officials discussed many economic and investment issues related to the two sides.

The presidency of the Kurdistan Region announced on Tuesday that Barzani will travel to Qatar after his visit to the UAE.

These visits were preceded by trips to a number of European countries, as well as a visit to Washington DC at the beginning of April where Barzani met US President Barack Obama.

Relations between Baghdad and Erbil deteriorated after Barzani criticized Maliki, stating that the PM is taking Iraq into the "unknown".

Bulgarian Deputy PM arrives in Erbil

ERBIL, May 7 (AKnews) - A delegation from Bulgaria headed by the country's Deputy Prime Minister, Tsvetan AL-Tsvetanov, arrived at Erbil International Airport early this morning.

The delegation was welcomed by the Kurdistan Region's Minister of Finance, Bayiz al-Talabani.

"The delegation's visit came after President of Kurdistan Massoud al-Barzani visited the country and met with its officials," said Abdul - Khaleq Mohammed, press secretary for Kurdistan's Foreign Relations Office said.

The purpose of the visit is to strengthen Bulgarian-Kurdish ties and open a Bulgarian consulate in Erbil in the future, he added.

This is Bulgaria's first formal visit to Erbil.

Erbil: Falah Mustafa, head chairmn in Department of Foreign Relations of Kurdistan Regional Government, said that the decision has been made by the United Arab Emirates to open a consulate in the region, also referring to the similar pursuit by the State of Kuwait to achieve the consent of the Federal Ministry of Foreign Affairs to open a consulate in Kurdistan.

According to Mustafa, "The UAE officially announced in conjunction with the visit of President of the Region, Massoud Barzani to UAE, its decision to open a consulate in the KRG soon", pointing to "the State of Kuwait, following a similar step but it is still in the process to achieve the consent of the Federal Foreign Office to open their consulate in Kurdistan ".

Mustafa added that "the UAE expressed its drive to strengthen its political, economic and trade relations with the Kurdistan Region", alluding to "warm welcoming from KRG about the decision of Arab countries to open consulates or embassies in the Kurdistan region".

The head of the Kurdistan Region Masoud Barzani arrived last Monday to the UAE at the head of high-level delegation, to discuss the economic and investment relations between the two sides.

It is said that the Kurdistan Regional Government has "representative offices" in several countries, most notably; the United States, Britain, Germany, France, Italy, Switzerland, Belgium, Spain, Sweden, Australia, Austria and Sweden, Egypt, Turkey, Jordan, and Iran , totaling the number of representations of foreign countries in the region up to 25 representations.

Pakistan to open a Consulate in Kurdistan

Pakistan ambassador to Iraq, Shah Mahamad Jamal, decided to open his county's consulate in Kurdistan immediately after arriving in Erbil.

He expressed his surprise to the development of the region to KRG foreign relations head office, Mustafa Falah, as well as the vast differences between Iraq and Kurdistan.

Barzani meets Bulgarian delegation

ERBIL, May 9 (KRP) - Kurdistan Region President has met with a delegation from the Bulgarian government, who are officially visiting the country for the first time.

The Bulgarian delegation, headed by Deputy Prime Minister Simeon Djankov, arrived in Kurdistan Region on Monday, and met with Massoud Barzani today in Pirmam.

Barzani confirmed on Tuesday the importance of strengthening trade relations with Bulgaria.

He also expressed his willingness to open doors to Bulgarian companies to invest in Kurdistan, according to a statement released by the Office of the Kurdistan Region Presidency.

Svitanov, also Bulgaria's Minister of Finance, said, "the visit's aim to strengthen and expand relations between the two sides in all fields".

First Romanian-Kurdish economic forum held in Erbil

Erbil, Kurdistan Region, Iraq (KRG.org) – Kurdistan’s chambers of commerce held the first Romanian-Kurdish economic forum in Erbil this week, hosting many Romanian and Kurdish companies.

The Romanian businesses were part of a trade delegation that, accompanied by Romania’s Ambassador to Iraq Jacob Prada, is visiting all three governorates of the Kurdistan Region this week.

Dara Jalil Khayat, the Chairman of the Federation of Kurdistan Chambers of Commerce and Industry, welcomed Ambassador Prada and the delegation and wished them an enjoyable and productive trip, saying he hoped this would be the first of many more visits by both sides.

Mr Khayat highlighted the active role that many Romanian businesses already have in Kurdistan but emphasised that there are many more opportunities for engagement. “We at the Chamber of Commerce and Industry are eager to work closely with our counterparts at the Romanian Embassy in Baghdad and those at the Consular Office here in Erbil in order to help support and facilitate your efforts,” he said.

Ambassador Prada thanked the Kurdistan Regional Government (KRG) for its efforts not only in helping to organise the forum and visit, but also in helping to make it easy for Romanian companies and businessmen to work in Kurdistan.

He said, “The good relationship between Romania and Iraq, and Romania and the Kurdistan Region, has been there for a long time. What the Romanian government has been able to do today with the assistance of the KRG is to enable Romanian and Kurdish businessmen to enjoy increased cooperation,”

He also spoke of several agreements that have been prepared between Duhok, Suleimaniah, Erbil and three governorates in Romania, saying that these would likewise provide exciting opportunities for cooperation.

The Head of the KRG Department of Foreign Relations, Minister Falah Mustafa, said, “I am very pleased to see so many Romanian businesses and institutions represented here. We continually encourage our friends in the international community to come and see the opportunities that exist here for themselves, and I trust that your acceptance of this invitation has led to a positive and productive experience for you during this visit. I sincerely hope that the connections you are making here will lead to mutually beneficial partnerships that will last long into the future.”

Minister Mustafa pointed out the importance of these kinds of visits for helping to build bridges with the international community, and he thanked Ambassador Prada and the Head of the Romanian Consular Office, Mr Eugen Sihleanu for their efforts to promote stronger relations both in the Kurdistan Region and in all of Iraq.

A number of other KRG representatives and local officials attended and participated in the forum including the Deputy Governor of Erbil, Tahir Abdullah. Ambassador Prada also attended a private meeting with Minister Bakir at the beginning of his visit to the Region on Saturday.
