More than 3.6 million eligible to vote

The Iraqi Electoral body on Thursday said that over 3.6 million citizens of the Kurdistan Region are eligible to vote in the upcoming parliamentary elections, adding that they are awaiting a directive from the Region’s presidency to start preparations

“According to the latest statistics of the [electoral] commission, there are 3,641,566 electorates in the Kurdistan Region,” Jumana al-Ghalai, a spokesperson of Iraq’s Independent High Electoral Commission (IHEC) told Rudaw.

According to Ghalai, there are 173 voter registry points in the Region, adding that most of the Region’s electorates are in the Sulaimani province, followed by Erbil and Duhok respectively.

The IHEC said in a letter to the Kurdistan Region Presidency, signed on Tuesday but publicized a day later, that it cannot hold the Region’s general poll on its originally scheduled date of November 18 or simultaneously with Iraqi provincial elections a month later, as the Region’s presidency requested a week prior.

In the letter, the commission suggested February 18, 2024 as the date to hold the parliamentary elections, three months after the date originally scheduled by the Region’s presidency.

Iraq’s Federal Supreme Court in late May ruled against the Kurdistan Region’s parliament decision to extend its term by an additional year, declaring that the term of the legislature had ended and that the self-extension was unconstitutional.

A new parliamentary election was set to be held in October 2022, but disagreements between Kurdish political parties over the existing elections law and the electoral commission prevented the process from being conducted on its scheduled time and pushed the legislature to extend its four-year term for an additional year.

With Kurdish lawmakers having failed to reactivate the regional electoral commission before the self-extension and all decisions from the parliament thereafter declared null by the Supreme Court, the IHEC has been tasked with carrying out the poll.

Kurdish parliamentary elections

Kurdistan Region President Nechirvan Barzani will set a day from February 2024 to hold the Region's parliamentary elections, the presidency chief of staff told Rudaw on Sunday, but stressed that a final decision on the exact date is yet to be made

Iraq’s Independent High Electoral Commission (IHEC) said in a letter to the Kurdistan Region Presidency last week that it cannot hold the Region’s parliamentary elections on its originally scheduled date of November 18 or simultaneously with Iraqi provincial council elections on December 18, suggesting the polls be held on February 18, 2024 instead.

“February 18 might not be suitable for us, this is what the Region’s president believes,” Fawzi Hariri, the chief of staff of the presidency told Rudaw, but confirmed that the poll will be held no later than February.

The chief of staff hoped a decision could be made in the upcoming days in regards to setting an exact day for the elections, but stressed that that remains the president’s call.

Hariri said that the presidency wants the elections to be held as soon as possible, calling on the political parties to set aside their differences for the sake of “protecting the Region’s entity.”

KDP, PUK to hold elections on time

ERBIL (Kurdistan 24) – Following their meeting in Sulaimani Province on Sunday, the Kurdistan Democratic Party (KDP) and Patriotic Union of Kurdistan (PUK) released a joint statement

According to the statement, both parties agreed on the following points:

    1. Both sides support the holding of Kurdistan Region parliamentary elections at a time determined by Kurdistan Region President Nechirvan Barzani after consultation with other Kurdistan Region political parties.

    2. To further serve Kurdistan Region citizens, both sides agreed to put aside minor disagreements and solve issues cooperatively.

    3. The two parties agreed to maintain the Peshmerga unification process.

    4. The parties will support the agreements related to the Ninth Cabinet of the Kurdistan Regional Government.

    5. Both sides agreed to continue bilateral meetings and coordination with all Kurdistan Region political parties.
The meeting was the third between the two parties since the Iraqi budget bill approval in mid-June.

Following an initiative by KDP President Masoud Barzani calling for a national dialogue among all the parties in the Region, top KDP and PUK delegations met on May 21 and discussed numerous issues, including the upcoming Kurdistan Region parliamentary election set for Nov. 18, 2023.

On June 21, Kurdistan Region Prime Minister Masrour Barzani received the Special Representative of the United Nations Secretary-General for Iraq, Jeanine Hennis-Plasschaert, in which both sides agreed to hold parliamentary elections on time.

February 25 date of Kurdistan election

Kurdistan President Nechirvan Barzani on Thursday set February 25, 2024 as the date for the Region's parliamentary election, announced the presidency spokesperson. The vote has been postponed twice due to political tensions

Dilshad Shahab told reporters on Thursday that President Barzani signed a presidential decree, setting February 25 as the new date for the Region’s general vote. He added that no political party has any objections regarding the date.

A new parliamentary vote was set to be held in October 2022, but disagreements between the Kurdish political parties, especially the ruling ones, over the existing elections law and the electoral commission prevented the process from being conducted on its scheduled time and pushed the legislature to extend its four-year term for an additional year.

The Kurdistan Region Presidency set November 18 for the poll but the Iraqi Federal Supreme Court in May deemed the self-extension of the Kurdistan parliament “unconstitutional” and dissolved it. This further complicated the issue.

The Region’s presidency in recent days launched a new round of talks to discuss a new date, February 25, for the election.

The United States on Friday called on the Region’s political parties to hold the poll, adding that these parties have an obligation to take necessary steps in this regard.

Shahab said on Thursday that the Iraqi electoral body has expressed its readiness to supervise the Region's election on any date after February 18 next year.

PUK, Communist Unite

The Patriotic Union of Kurdistan (PUK) and the Kurdistan Communist Party on Saturday announced that they will join forces for the upcoming provincial elections in Kirkuk province and invited other parties to form a unified Kurdish front

“We want to give the good news to the residents of Kirkuk and the people of Kurdistan that we and the Kurdistan Communist Party have sealed an alliance to participate in the Kirkuk provincial council elections under one bloc,” Rawand Mala Mahmood, head of the PUK in Kirkuk, told journalists during a press conference in the disputed city.

Mahmood said the goal of the alliance is to consolidate the Kurdish vote and urged other Kurdish political parties to join with them. “Our doors and the ones of the Communist Party are open for discussion, so we can make the voice of Kurds louder in the future,” he said.

Oil-rich Kirkuk is a multi-ethnic province home to Kurds, Arabs, and Turkmen with a history of tensions between the groups. It was under joint administration before 2014 when Kurds took full control after Iraqi forces withdrew in the face of the Islamic State (ISIS) group.

Iraqi forces with the help of the traitor Bafel Talabani took the province on October 16, 2017 and expelled Kurdish security forces following the Kurdistan Regional Government’s (KRG) independence referendum

Kirkuk has not held provincial council elections since 2005. Elections across Iraq, excluding the provinces of the Kurdistan Region, are scheduled for December 18.

A week ago, the PUK announced its willingness to join with other parties after 13 Kurdish parties proposed a united front. “For the sake of Kirkuk and Kirkukis, we consider the announcement of those parties a patriotic stance and reaffirm our willingness for a single bloc. We believe Kurds united can guarantee all of our nation’s rights,” the PUK said at the time.

The Communist Party reiterated the call for unity on Saturday. “We emphasize our call for all the Kurdistani parties in Kirkuk to join us in this bloc,” said Dilshad Hasari, head of the Kirkuk Committee of the Kurdistan Communist Party.

Sunday is the deadline for coalitions to register for the provincial election so there is little time for parties to respond to this call.

The Kurdistan Democratic Party (KDP) appears to have ruled out working with its longtime rival. Last week, Mohammed Khurshid, a KDP official in Kirkuk, told Rudaw that the party was in talks with several other parties to form a coalition, but that they will not be part of a bloc with the PUK.

PUK’s Mahmood said they are willing to work with KDP. “Regarding the Kurdistan Democratic Party, we do not have any bad statements or thoughts about them. Our doors are open to them to participate together under one bloc,” he said.

Relations between the KDP and PUK are tense as they disagree over several issues, including Kurdistan Region elections and finances.

Iraq’s provincial councils were dissolved in 2019, in response to demands by the Tishreen protesters who criticized the system for its failures and for enabling corruption. Provincial elections were last held in 2013, without Kirkuk.

3 new Peshmerga brigades

ERBIL (Kurdistan 24) – Kurdistan Region Prime Minister Masrour Barzani on Tuesday decreed the formation of three new brigades at the Ministry of Peshmerga Affairs as part of the Kurdish forces’ unification efforts, according to a government statement

The formation work of the Brigades 26, 28, and 30 has already begun, the government statement read.

The decision was made in line with the Reform and Unification Law of the Ministry of Peshmerga Affairs, according to the press release.

In April, Kurdistan Region President Nechirvan Barzani announced the formation of two new infantry divisions of Peshmerga forces, including the unified units of the Kurdish forces.

The infantry divisions include four brigades, consisting of 1,200 members of the Peshmerga forces that come from the unified units as the result of the Coalition-backed reform program

The program is supported by the US-led coalition members, particularly the US, the UK, Germany, and the Netherlands that similarly assist and enable the forces to fight the ISIS remnants.

The two forces used to be affiliated with the two major political parties: Unit 70 is affiliated with the Patriotic Union of Kurdistan (PUK) while its counterpart, Unit 80, was under the Kurdistan Democratic Party (KDP) command.

Despite the political challenges, the reform program has progressed, unifying the Supporting Forces of 1 and 2, as well as 20 brigades that were previously under the command of the party forces, President Barzani has previously said.

More than a thousand Kurdish troops were killed in the fight against the terror group during the three-year war, beginning in the summer of 2014

Depoliticizing Peshmerga

Kurdistan Region PM Masrour Barzani has emphasized the need to remove any involvement or influence of political factors in the process of reforming the Peshmerga forces for enhanced effectiveness and capabilities, avoiding political influence

The Prime Minister made these remarks on Sunday during a meeting with a delegation of the US-led Coalition to combat the Islamic State (ISIS), which was led by the outgoing commanding general of the Combined Joint Task Force-Operation Inherent Resolve, Mathew McFarlane, and the new commander, Major General Joel B Vowell.

“I thanked MG McFarlane for his service and wished him success in his future mission. I also congratulated MG Vowell on his inauguration and reaffirmed the KRG's support and cooperation for the success of his mission,” PM Barzani said in a statement on his official Facebook page.

    “We discussed progress in the reforms of the Ministry of Peshmerga and ways to eliminate obstacles in our efforts to unify the Peshmerga forces, and remove political interference in the Ministry.”
The meeting also shed light on the latest developments in the region, including the operations against Islamic State militants in Iraq and neighboring Syria, according to the statement.

Peshmerga Brigades Unite

The unification of Peshmerga forces has made significant progress under this cabinet of the Kurdistan Regional Government (KRG), with 28 brigades already unified

"As of now, within the purview of the KRG's military reform initiatives, 28 brigades have been successfully unified. The endeavor, overseen by the Coalition Forces and MoPA, is on track to be finalised in the next two years," said a statement from the KRG.

Brigades 15, 17, 18, 19, 21, 22, 23, 24, 26, and 30 have been unified. The unification of brigades 25 and 27 is nearing completion, standing at 90%, and they are set to soon fall completely under MoPA's jurisdiction."

This KRG cabinet, in collaboration with the International Coalition Forces, has achieved considerable progress in ongoing endeavors to reform, unify, and institutionalize Peshmerga forces. The main objective of this effort is to centralize the command of these forces under the Ministry of Peshmerga Affairs (MoPA).

KDP Party of Resilience and Hope

Kurdish leader Masoud Barzani, president of the Kurdistan Democratic Party (KDP), extended his warmest wishes to his fellow party members as they mark the 77th anniversary of the establishment of the party.

"On this occasion, I acknowledge the endeavors and sacrifices of the members of the Kurdistan Democratic Party, who have always been an inspiration for resilience, endurance, continuity, and strength for the Kurdish cause at difficult and futuristic phases," President Barzani said in a statement released by the Barzani Headquarters today.

"The KDP and the Barzani way have always been a source for hope," he added. "They are protectors and defenders of the just cause of the Kurdistani nation."

The Kurdistan Democratic Party is the ruling party in the Kurdistan Region, where the KDP has consistently been the popular party with major landslide victories in parliamentary elections.

Constitutional Rights

Kurdish leader Masoud Barzani, president of the Kurdistan Democratic Party (KDP), on Friday met with party members and veterans in the town of Akre to stress the need for continued dialogue with Baghdad, and reiterate party values

The Kurdish leader reassured the general public that the Kurdistan Regional Government (KRG) will continue to deliver public services equally to all areas in the Region.

On relations between the Kurdistan Region and Baghdad, he stressed that Erbil will continue dialogue with the federal government of Iraq to safeguard the constitutional rights of the people of Kurdistan.

Barzani also reiterated the growing need for all parties to honor the invaluable principles of protecting the balance of power, partnership, and consensus among parties.

The Kurdistan Democratic Party marked the 77th anniversary of its founding on Wednesday this week. The KDP is the biggest political party in the Kurdistan Region. With the largest representation in the Kurdistan parliament, the party wields significant influence in Iraqi politics and plays a crucial role in the coalition that brought about the establishment of the federal cabinet in Baghdad.

Iraq-Peshmerga joint brigades

With funds from the federal budget approved, joint brigades between the Iraqi army and Kurdish Peshmerga forces are expected to start operations within the next month, a member of the security committee in the Iraqi parliament said on Saturday

Sagvan Yusuf, member of the parliament’s security and defense committee, told Rudaw that Iraq’s Defense Minister Thabit Abbas informed him last week that the budget is finalized and the brigades will start operating within the month.

The defense ministry is just waiting to receive the funds from the ministry of finance, according to Yusuf.

In response to escalating Islamic State (ISIS) activities in areas disputed between the federal and regional governments around Kirkuk, Diyala, Khanaqin, Salahaddin, and western Nineveh, the Iraqi government and the Kurdistan Regional Government’s (KRG) Peshmerga ministry agreed in 2021 to from two joint brigades. Militants have taken advantage of the security vacuum that exists between federal and regional forces in these areas.

Despite the agreement, formation of the brigades was delayed because of turmoil around forming the government after the 2021 election and lack of funding.

The two brigades will be fully under the control of the Iraqi federal government, former Secretary-General of the Ministry of Peshmerga Jabar Yawar told Rudaw English in 2021.

In the Pentagon’s most recent report on anti-ISIS activities up to the end of June, the United States Central Command (CENTCOM) noted that there was no movement on the creation of the joint brigades, but said Iraqi and Peshmerga forces were working more closely together on counter-ISIS operations.

In March, Brig. Gen. Yehia Rasool, military spokesperson for the Iraqi prime minister, said that the formation and all administrative procedures for the two brigades were complete and they were waiting for the parliament to approve the budget bill.

The Iraqi parliament passed its highly contentious budget law in June, after months of negotiations.

Kurdish leader Masoud Barzani, president of the Kurdistan Democratic Party (KDP), on Monday met with party members, Peshmerga veterans, and dignitaries in Duhok city to reiterate party values and principles

Families of martyrs in Duhok

ERBIL (Kurdistan 24) – As part of his visit to Duhok province, Kurdistan Democratic Party (KDP) President Masoud Barzani on Monday met with the families of martyrs to closely follow up on the community’s complaints

Recipients of the Barzani Medal, political prisoners, and combat-wounded veterans also attended the town hall meeting in Duhok, where the party leader has visited a number of districts in the past three days to meet with community leaders.

Barzani briefed the audience on the latest political developments in Iraq, including Kurdistan Region, a statement from his office, known as Barzani Headquarters, read on Monday.

The leader, who served as Kurdistan Region president for 12 years, highlighted the challenges and threats that the Kurdish people face, insisting on spreading national awareness and adhering to patriotic values.

While extending his appreciation for the sacrifices that the community has made for the Kurdistan Region, Barzani called on the audience to share with him any grievances and complaints they have, the statement added.

Kurdistan Region Prime Minister Masrour Barzani last week visited the province and meet with local residents to discuss issues about public services. He later inaugurated Delal Corniche in Zakho in a bid to boost tourism in the border town.

One of the issues that the border areas of Duhok province are facing is the ongoing conflict between PKK and Turkish forces.

The province’s mountainous areas are continuously shelled and bombarded by Turkish forces that claim that they target suspected PKK positions in the area.

Hundreds of local residents have fled the conflict area, in which civilians had been killed and maimed as a result of the decades-old conflict.

Kurdistan Region Government (KRG) has previously said the conflict has hindered public service provision in the area.

Over 40,000 people on both sides have been killed since the Turkish-PKK conflict began in 1984.

Kurdistan Region officials regularly call on Baghdad, officially in charge of border security affairs, to prevent the insurgents and foreign militaries from engaging in hostilities within its territory. Officials have voiced concerns about increased militia forces presence in the area.

Help to Deepen National Alliance

Kurdish leader Masoud Barzani, president of the Kurdistan Democratic Party (KDP), on Tuesday met with academics and teachers in Duhok city to underline the need to strengthen national allegiance among the youth

Barzani expressed gratitude to the academic community for their resilience and dedication to continue the education process despite the financial and economic challenges the Kurdistan Region has been facing recently.

While recognizing the fact that it is normal to have differences of opinion among political parties, he stressed that all parties need to unite behind the national interests and the constitutional rights of the people of Kurdistan.

The Kurdish leader also called on all parties in the country to commit to the principles of partnership, consensus, and balance. Moreover, he noted the "intention among some Iraqi authorities to undermine the Kurdistan Region and deprive its people from their financial entitlements."

Kurdistan Prime Minister Masrour Barzani on Thursday reaffirmed his cabinet's commitment to ensuring that Kurdistan is not used as a launchpad to threaten the safety and security of neighboring countries or any other nation

The Kurdish leader made these remarks in a joint news conference with Turkey's Foreign Minister Hakan Fidan, who is in Kurdistan on an official tour.

The prime minister also said that the two sides spoke about the growing need to resume Kurdistan's crude exports, hoping that they could find a way to restart oil flows in cooperation with Turkey and the federal government of Iraq.

He urged a prompt solution to the continued halt of the Region's crude exports, stressing that a solution is urgently needed within the framework of the Iraqi constitution, which gives the Kurdistan Region the right to deal with its natural resources.

The prime minister also expressed Kurdistan Regional Government's (KRG) wish to upgrade trade and investment relations with neighboring Turkey.

For his part, the Turkish minister characterized his country’s relations with Baghdad and Erbil as important. He also commended the stability the Kurdistan Region is known for. Fidan said that they will be working with Erbil and Baghdad to clear the country from the Kurdistan Workers' Party (PKK).
