UK set to move into Ukraine

The UK's defense minister calls on more British arms producers to open arms plants training camps, navy vessels

    The United Kingdom is in talks to potentially establish a direct presence in Ukraine and set up training centers and camps in the country to assist the allied forces, raising the risks of a direct clash with Russian forces, which might lead to dragging NATO into war with Moscow
For over a year now, Kiev's troops have been traveling to foreign bases to receive military training and battle preparations by host nations as part of a UK-led international program dubbed "Operation Interflex."

Britain's Defence Secretary Grant Shapps, who made an official visit to the capital Kiev last week, told the Telegraph that the plan is to move more UK-led 'training and production' operations into Ukraine rather than rely on foreign bases, including those in the UK.

Meanwhile, Shapps called for more British arms contractors to build production sites in Ukraine, which would help with supply chain issues and delays.

"I was talking today about eventually getting the training brought closer and actually into Ukraine as well," the minister said.

According to Shapps, the main region for these projects would be in Western Ukraine. He stressed that he sees that the "opportunity now is to bring more things in the country - not just training, but also we're seeing BAE [the UK defense firm], for example, move into manufacturing in the country, for example."

"I think there will be a move to get more training and production in the country."

The minister also revealed that he held discussions with President Volodymyr Zelensky regarding ways that the British naval forces could help secure Ukrainian commercial vessels in the Black Sea.

"Britain is a naval nation so we can help and we can advise, particularly since the water is international water," Shapps said.

London has been one of the strongest supporters of Ukraine since the start of the conflict in February 2022, second just to the United States, having provided Kiev with £4.6 billion ($ 3.75 billion) in military aid so far.

The NATO country is actively engaged in delivering training to Ukrainian forces on the utilization of these armaments and equipment.

In addition to financial, military, and intelligence assistance, the British government was also one of the first countries to provide Kiev with advanced battle tanks and long-range missiles.
Turkey also on the move?

Turkey's military contractor Baykar, known for the Bayraktar TB2 advanced drone, announced on Saturday that it will be investing $100 million in a UAV production plant in Ukraine, as well as two other defense projects.

"The construction has already started. It will take about one-and-a-half years to finish it. We are targeting a minimum of 300 people to work here. And we have ongoing cooperation," the company's CEO Haluk Bayraktar said during the First International Defense Industries Forum in Kiev.

Germany gives WW2 flashbacks

German arms firm Rheinmetall announced in July intentions to build a tank factory in Ukraine, which is set to be operational by 2024 according to CNN. Moscow has labeled this decision as a "global provocation," declaring that the plant is a legitimate target for Russian strikes.

The defense contractor said that the factory aims to train Ukrainian workers in the repair and maintenance of various armored vehicles produced by the company, including Marder infantry fighting vehicles, Leopard 2 tanks, and Panzerhaubitze 2000 artillery systems.

Kiev on shaky grounds

The decision made by the two countries risks spreading among other Western countries that are growing more wary of supporting Ukraine

Ukraine's war efforts might head downhill after Poland announced that it will stop providing Kiev with weapons and with Slovakia's Robert Fico, who is known to oppose the US-led Western role in the conflict, winning the country's latest parliamentary elections, Belgian military expert Pierre Henrot told Sputnik.

Fico's socialist Slovak party Direction, also known as Smer, won 42 seats in the Saturday parliament elections after garnering around 23 percent of votes.

Meanwhile, Polish Prime Minister Mateusz Morawiecki announced in September that his country would be prioritizing strengthening its military and therefore would no longer send weapons to Kiev.

"Kiev will actually not suffer much immediately from this Slovak decision: the small country of 5.4 million people has nothing more to deliver, but the joint decision of Slovakia and Poland not to deliver arms to Ukraine anymore is a very bad blow for the Kiev government," Henrot said.

"Both Poland and Slovakia were among the best supports to Kiev in the EU. The Slovak vote might be considered later as the turning point in the conflict, even if the decision to stop supporting Ukraine is mostly symbolic," he added.

The decision of NATO states comes at a time when European countries are becoming more wary of the expenses of supporting Kiev.

"Slovakia cannot give anything anymore, except if they buy it from the US and other sources or produce it ... But the position of Robert Fico extinguishes any will to deliver military equipment to Ukraine. Fico said repeatedly he favors negotiations and half the population sides with Russia in the conflict. The Slovak economy is not in a state to deliver more anyway," said the military specialist.

Slovakia has been a generous provider of arms - including advanced hardware such as fighter jets and air defenses - to Ukraine since the war broke out. The country also served as a hub for the transport of weapons provided by NATO members to Kiev and a maintenance station for military equipment damaged in the war.

However, Fico is known to be a fierce opponent of European and American policies of prolonging the war in the neighboring country. He has repeatedly publicly declared that he will not support Ukraine's accession to NATO and will not send "not a single round" to Kiev.

EU to bribe Hungary to support Kiev

The European Commission is contemplating releasing €13 billion ($13.6 billion) to Hungary in exchange for Budapest's endorsement of a revised collective budget that includes more financial aid for Ukraine, according to the Financial Times citing sources informed on the matter

Funds will be released during November as European authorities seek to gain the approval of Hungarian Prime Minister Viktor Orban; a public opposer to the West's role in the Ukraine war who announced earlier that he will stand in the way of more support to Kiev in the EU budget until he can access the frozen money assets.

The European Commission put a hold on 22 billion euros last December designated for Hungary, claiming concerns about human rights and legal standards in the nation. To address this, Budapest initiated judicial changes in May. Commission representative Stefan de Keersmaecker mentioned that they reached out to Budapest on September 26, seeking "clarifications" regarding these reforms.

"As soon as Hungary will have replied to these questions, the commission will continue its assessment," he said.

That said, the European Parliament might block the decision to allocate certain funds to Budapest. According to the newspaper, the parliament was critical of Brussels for its apparent leniency towards Orban. While the EU parliament doesn't have the authority to stop the fund transfer directly, a decision to prevent Hungary's access to the money could lead to a postponement in the ratification of the new EU budget.

The proposed new budget includes an increase of 66 billion euros, a portion of which will fund a 50-billion-euro financial aid program for Ukraine. To approve this draft budget, however, the European Commission requires unanimous agreement.

Robert Fico, the new Prime Minister in Slovakia, is considered as a pro-Russia and might support Orban in his arm wrestling against UE.

Besides, USA congress avoided the shutdown of their budget, but for now, the help to Ukraine ist suspended.

Interesting to see what happens next,

The US instigated regime change in 2014 bought in new regulations against the Russian speaking people of the Donbass, very similar to the way Iran, Iraq, Syria and Turkey have tried to destroy Kurdish language and culture

The Minsk agreement, that was accepted into international law by the UN Security Council, was supposed to stop Kiev attacks against the Donbass

While the US was denying it had Bio-labs in Ukraine, I remembered that several years earlier a large number of farm animals died mysteriously close to one of those labs

Sadly we will NEVER know the truth but I strongly suspect increased US involvement was due to the fear that their Bio-lab experiments would be made public, they spent many months denying that the Bio-labs existed

Now the US does not know how to end this gracefully

Not many months ago a peace agreement was in the process of being signed, then the US sent Boris Johnson to stop the peace agreements going ahead TWICE and I blame him for every single death that has taken place since then

Now Kevin McCarthy, the Republican speaker of Congress has been destituted by the Trumpists. They reproach him his negociations with Democrats about the budget, and accuse him to have accepted further engagements to help Ukraine.

This war will destroy EU and USA cohesion, lol, while Russian regime stays stable.

Aid for Ukraine not worth it

According to a poll by the Chicago Council on Global Affairs on Wednesday, 45% of Americans believe that aid extended to Ukraine by the United States has not been worth the cost

Ipsos Public Affairs polled 3,242 persons from all 50 American states and the District of Columbia from September 7 to September 18.

The pollster expressed that 53% of Americans believe the $43 billion has been worth the cost while 45% do not believe so.

More than two-thirds of Democrats (69%) believe that US backing for Kiev has been worthwhile, while 61% of Republicans disagree. The independents have different opinions on the subject, where 51% believe it is worthwhile, while 47% do not.

When questioned about providing F-16 warplanes to Ukraine, 55% of Americans favored the proposal. However, the same proportion of Republicans are opposed to it.

"Majorities across the board oppose sending cluster munitions, perhaps because the question wording revealed that several NATO allies have banned them (61%)," the pollster highlighted.

According to the study, 49% of Americans say their government should press Ukraine to hold peace talks very soon in order to end the crisis in Ukraine.

Meanwhile, 47% say the United States should assist Ukraine for as long as necessary.

A recent joint poll conducted by ABC News and The Washington Post indicated that the American public has been increasingly concerned over US support for Ukraine.

Currently, 41% believe that the United States is doing too much to support Ukraine, marking an increase from 33% in February and 14% in April 2022.

Meanwhile, 50% believe that the United States is doing the right amount or too little, representing a decline from 60% seven months ago and 73% during the early stages of the war.
Without US support, Ukraine stands no chance in war: Ukrainian MP

Ukraine would almost surely lose its war against Russia if the United States quits supplying Kiev with military aid, member of the Ukrainian parliament Aleksey Goncharenko made it clear on Sunday.

"Without the support of the USA, we have almost no chance of holding out," Goncharenko wrote on Telegram.

His words came a day after US Republican House Speaker Kevin McCarthy proposed cutting military aid to Ukraine from the financing bill in order to avoid a government shutdown.

But on Tuesday, for the first time in its 234-year history, the House backed a resolution "to vacate the office of the speaker" with a 216-210 vote setting the stage for an unprecedented contest to replace McCarthy a year before the presidential election.

The House Speaker warned that favoring "Ukraine over America" may lead to "real problems". He also pointed out that were it not for the aid to Ukraine, US lawmakers may have enacted a last-minute budget plan to extend government financing beyond September and prevent a potential shutdown.

The White House announced on Sunday that US President Joe Biden signed a temporary spending bill, set only to last 45 days, which had passed by Congress to ensure ongoing government funding until November 17.

Kiev shells Kursk with cluster bombs

Earlier today, a woman in Rylsk sustained injuries from Ukrainian shelling, as reported by Sputnik, citing Kursk Region Governor Roman Starovoit. Governor Starovoit pointed out that Ukrainian forces had employed cluster munitions during the attack

According to the governor's statement on Telegram, "The border town of Rylsk was shelled with cluster munitions from Ukraine. A woman suffered moderate shrapnel wounds, and she was transported to Rylsk's central regional hospital, where she is receiving the necessary medical care."

Furthermore, the governor mentioned that the Ukrainian attack resulted in the destruction of several houses, outbuildings, and vehicles in various parts of the town.

Governor Starovoit also reported the discovery of unexploded munitions and noted that bomb squads were actively working to safely clear them.

Earlier this week, Russian Security Council Deputy Chairman Dmitry Medvedev wrote in a post on Telegram that provocative statements issued by leaders in Europe are contributing to heightened tensions in Ukraine amid the crisis, adding that "the number of leading idiots in NATO countries is growing," he wrote.

    "One newly minted cretin - the British Minister of Defense - decided to transfer English training courses for Ukrainian soldiers to the territory of Ukraine itself," Medvedev underlined.

    "That is turn your instructors into legal targets for our Armed Forces. Knowing full well that they will be mercilessly destroyed. And no longer as mercenaries, but precisely as British NATO specialists," he explained.

Cluster Munitions Use and Supply

On Saturday, North Atlantic Treaty Organization (NATO) countries were sternly reprimanded for "supplying cluster munitions or failing to condemn their supply and use."

"Circumstances under which the use of cluster munitions is acceptable simply don't exist," said Charlotte Slente, secretary of the Danish Refugee Council (DRC), an NGO refugee relief organization clearing mines in eight countries.

Invited to speak with the Parliamentary Assembly during the 69th annual session of the NATO Parliamentary Assembly in Copenhagen, Slente criticized the lack of condemnation on cluster munitions from other countries.

"The U.S. providing cluster bombs to Ukraine is reprehensible and cannot be defended in any way. Using it on either side of the war is absolutely unjustifiable, no matter the circumstances, and so is supplying it to the fighting parties. There is no excuse or exception," she added.

A diplomat who used to work at Denmark's Ministry of Foreign Affairs, Slente reprimanded the assembly for sending a clear message to the defense ministers and national politicians present "when they think about defense options in their own home countries."

"The fact that other NATO countries did not protest is a moral failure. A failure to condemn use under any circumstances signals a view that the use of weapons that cause unacceptable suffering and harm is acceptable," she said.

According to the DRC, 95 percent of the victims of recorded cluster munitions in 2022 were civilians. "Of those whose age is known, 71 percent were children," Slente recalled.

Ukraine mobilizes women, elderly

Huge losses during Ukraine's failed counteroffensive are behind the first attempts to formally mobilize women and the elderly for military service

The month of October 2023 marks four months since the beginning of a Ukrainian counteroffensive. The counteroffensive was widely publicized in the West at its beginning. U.S. and British generals pinned high hopes on it, stepping up their weapons supply and training of the Ukraine Armed Forces. But after four months, the counteroffensive has yielded no results. Ukrainian forces are stuck before the Russian defense lines with no way to break through.
Ukraine's failed counteroffensive

At three points of the front line in what was previously southern Ukraine, the Ukrainian military managed to penetrate four to five kilometers into territory controlled by the Russian armed forces, only to find themselves in cauldrons, that is, semi-enclosures where the AFU forces were methodically destroyed by Russian fire raining down from three sides. Such semi-enclosures, like the one formed in August near the village of Rabotino in the Zaporozhye region, are maintained by Ukraine, costing heavy losses. The practice is encouraged by Western governments as part of avoiding a withering of public support in the NATO countries for continued warfare.

The Ukrainian telegram channel Klymenko-Time wrote on its Telegram channel on September 27, "It will be extremely difficult for the Ukrainian army to hold enclosures until the onset of cold weather. Logistically, it's a complete hellhole there, and it's also being shelled from all sides by Russian forces. But the military is also dominated by political interests and leaving the district of Rabotino after four months of a bloody meat grinder will be a media disaster."

Western-supplied military equipment is very expensive and its stocks are limited, so in most cases, it has been held in reserve during the 'counteroffensive'. Military transport vehicles bring the mobilized Ukrainian soldiers (many of whom are forcibly conscripted) no closer than three to four kilometers to the front line, after which they are prodded into attempts to cross Russian minefields on foot. They have to carry water and food supplies with them as it is unrealistic to store such along the front lines;

Western-supplied food and weapons do not last more than a few days there. The news report on this also cites Kirill Budanov, head of the Main Intelligence Directorate of the Ministry of Defense of Ukraine, acknowledging to the Wall Street Journal, that most offensive action by Ukraine is being carried out by soldiers on foot.

According to surviving Ukrainian soldiers, what the newly arrived at the front can expect are orders to dig a deep hole in a trench as quickly as possible and then sit there for a few days until the arrival of rotating military personnel. Such conditions contributed to a significant increase in the number of Ukrainian soldiers surrendering in September.

"The number of Ukrainian units and soldiers that are giving up is increasing daily, most of it happens at the lowest level because these people have had no effective training. They're not prepared for combat and they are being sent to their deaths," reports the U.S.-published Military Watch magazine on October 2. It also reports Ukrainian servicemen claiming that casualty rates in some of their units have reached 80-to-90 percent.

The Ukrainian telegram channel First News wrote on October 3: "Losses during the defense of Bakhmut and the summer counteroffensive, which spilled over into a fall offensive, exacerbated the shortage of personnel. For four months, the Ukrainian forces have not achieved any significant victories, occupying only small, destroyed villages and settlements, without liberating any major cities. At the same time, the losses among Ukrainian servicemen during the storming of the positions of the Russians are colossal."

Russian Defense Minister Sergei Shoigu says that after four months of the Ukrainian counteroffensive, Russian troops have caused serious damage to the AFU and significantly weakened its combat potential.

According to seasonal weather patterns, October will bring rain, cold weather, and washed-out roads to Ukraine. This means additional reasons why Ukraine's counteroffensive will fade.

In such a situation, as reported by CNN, there is a sense of impending stalemate even among many Western analysts and officials. Nevertheless, American military analysts with the Institute for the Study of War are manipulating words to try and show that the counteroffensive of the Ukrainian armed forces is not a failure. "Putin may have ordered the Russian military command to hold all Russia’s initial defensive positions to create the illusion that Ukrainian counteroffensives have not achieved any tactical or operational effects despite substantial Western support," it wrote on Twitter/X on September 24.

In other words, the actual holding of the defensive lines is an "illusion" and an example of the failure of the counteroffensive. Ukraine officials confirm this in their own words.

    In the name of maintaining interest and attention in the West for war in Ukraine, the governing regime in Kiev is effectively seeking to extend the conflict to third countries. For example, at the end of September, the British Guardian reported that among the suggestions by Ukraine for action by Ukraine’s western allies are missile strikes on factories in Iran and Syria producing weapons. The strikes can be carried by Ukraine, says Kiev; the West need only provide the military means to conduct the strikes
Women being mobilized for NATO's war

Huge losses during Ukraine's failed counteroffensive are behind the first attempts to formally mobilize women for military service. Of note is that Ukrainian authorities are looking favorably at "Israel's" experience with female military personnel.

As of October 1, female medical personnel in Ukraine are required to register for military service. Once mobilized, they have the same restrictions as men who are conscripted. One of these restrictions is the highly controversial ban on travel abroad. In Ukraine, all men of military age as well as women mobilized for military service are barred from travel abroad. When a similar law was proposed last year, it was withdrawn following outcries.

Pharmacists as well as women who once received medical or pharmaceutical education but have not worked in their field of training must also register. Under Ukrainian law, women on the military registry may be called up for military service or may be otherwise assigned to military tasks.

Fyodor Venislavsky, President Zelensky's representative in the Verkhovna Rada ('Supreme Council', or legislature) of Ukraine, said one month ago that travel abroad would also be restricted for all women mobilized into military service. One of the reasons cited by Ukrainian authorities for this policy is "the fight against gender discrimination". In Ukraine, such phrasing usually signifies and results in restrictions on women's rights.

Without waiting for the restrictions to be introduced, female pharmacists and medics began to leave Ukraine en masse in September, causing a shortage of staff in hospitals and pharmacies. Pharmacists claim that soon there will be no one to work in pharmacies. "Pharmacy owners are panicking, people are writing applications and leaving for Europe before the borders are closed. Who will work is an open question, especially since there is already a serious crisis in the industry," says Elena Prudnikova, head of the Ukrainian association PharmRada.

The reach of military conscription widens

In early September, Ukraine’s Defense Ministry also amended rules exempting Ukrainians from military service on health grounds. So altogether, women, the elderly, and people with serious health problems have become the latest targets for serving in a 'counteroffensive' designed to please political and military leaders in the United States and Europe.

Foreign domination in the name of 'fighting corruption'

Meanwhile, the United States is strengthening its economic grip and control over Ukraine, making it virtually a colony under the control of appointees from the U.S. administration. Control is to be exercised under the pretext of fighting corruption. "Biden administration officials are far more worried about corruption in Ukraine than they publicly admit," the online Politico reports on October 2.

Corruption has always been inherent in Ukrainian governments, but the West does not fight it, it merely acts to bring corrupt Ukrainian officials under its control. At the end of September, Ukrainian politicians and mass media were actively discussing the new requirements of the U.S. administration which were presented to the Kiev regime following Zelensky's return from his second official visit to the U.S. in September.

If Kiev refuses to fulfill the demands for 'anti-corruption measures', some U.S. politicians say they may cut military aid. That would bring defeat and the end of the Kiev regime.

The U.S. requirements were contained in a diplomatic letter to Prime Minister Denys Shmyhal and President Volodymyr Zelensky in September, with copies to all Western 'donors' to Ukraine (EU, G7 countries, IMF, World Bank, EIB, EBRD). The essence of all the reforms demanded is that Ukraine should select judges, anti-corruption fighters, and the management of state enterprises on the recommendation of "international experts". Since 2014, these "experts" have been representatives of the Western business elite.

In addition, Ukraine is being told to "liberalize" gas and electricity tariffs, that is, to raise them, notwithstanding the 'freeze' of tariffs that Zelensky promised for the period of martial law. Ukraine MP Maxim Buzhansky from Zelensky’s party believes that Zelensky has no choice in this regard, no matter what he previously promised to Ukrainians. "In short, the situation is as follows. If we accept the new package of reforms from our partners, they will allow us to raise tariffs. And if we fail to accept them, they will force us to raise them," Buzhansky writes.

Another MP, Oleksandr Dubinsky claims that the fulfillment of all the U.S. requirements will turn the Ukrainian president into a figurehead. Zelensky may merely appear to fulfill the U.S. requirements. Dubinsky writes, "What is interesting is that the fulfillment of all points of the requirements will allow the United States to take full control over the entire financial and economic as well as anti-corruption system of Ukraine. This will literally turn Zelensky into a ceremonial figure, depriving him of his illegal levers of influence on all branches of government. His closest entourage will turn into potential 'jailers' for corruption."

Ukrainian ministers are truly frightened by the prospect of being left without U.S. funding. They have immediately rushed to implement the latest neoliberal reforms demanded by the IMF.
Cuts to the social wage are on the agenda of the Ukraine gov't

Oksana Zholnovych, Ukraine's minister of social policy, announced in early October that the government would overhaul its system of social benefits. "If a social benefit payment is there simply for historical reasons, then, obviously, it should be reformatted into something else, into some kind of support that a person will really need and that will be effective. This will be the new social contract," she said. She warned that recipients of social assistance now have one year to "get back on their feet". (There is deep irony in these words. Several days ago, Zholnovych warned that there are some three million disabled people in Ukraine today; that number increased by 300,000 during the past year.)

The same Ukrainian minister of social policy says Ukrainians "live in a comfort zone" which needs to be removed. She said, as reported by Interfax Ukraine, that people abuse social assistance and do not want to take responsibility for their lives. "We need to break everything that is social in the country and reformat social policy in the state from scratch," the minister said, emphasizing that a Ukrainian should not feel like a "teenager" to whom the state owes something.

"We need to break everything that is social today, and simply reformat from scratch a new social contract on social policy in our state. Many citizens are, in a certain sense, teenagers, believing the state owes them care and help but are unwilling to participate in personal development and take responsibility. This is the philosophy that we definitely must break."

Thousands of Ukrainians have lost limbs and suffered terrible injuries defending the Ukrainian state and its Western masters. According to the minister, nothing “humiliates a citizen more than a small salary paid on time”, which allegedly prevents him or her from self-developing. According to her, crippled veterans of the Ukrainian Armed Forces may only require prosthetic limbs and retraining in order to be "released into the world".

Ukraine is very unlucky with its officials responsible for social policy. Back in 2017, then-minister of social policy, Andrey Reva claimed that Ukrainians (the poorest country in Europe) eat too much, spending something like 50 percent of their income on food. In contrast, he said, people in Germany spend much less on food even though prices (at the time) were similar. He said Germans only spend 14 percent of their income on food.

The minister said nothing of the vast income disparities between Ukraine and Germany.) This example shows how distant from working-class Ukrainians are Ukrainian officials, some of whom are responsible for disbursing U.S. and IMF donations to their government. They are seemingly unaware that in some countries of the world, many people may spend 100% of their income on food.

The head of the Verkhovna Rada Committee on Social Policy, Halyna Tretyakova, has gone the furthest in outlandish claims of social benefits abuse. In 2020, she made statements of a fascist nature saying that children of low-income parents are of "poor quality" Ukraine might follow the example of governments that have sterilized mothers unable to support their children.

She is the author of the anti-union bill 5371, adopted in August 2022, which will make it almost impossible for many Ukrainian workers to organize and fight for their working conditions and wages. Under the new law, people who work for firms with up to 250 employees are no longer protected by the national labor code; they are, instead, now supposed to negotiate individual agreements with their employer. (An earlier effort in 2019 to remove trade union rights, Bill 2681, was dropped following intense international pressure by trade unions and others.)

The IMF, meanwhile, wants a host of measures to improve Ukrainian government revenues, including through raising taxes. The government recently released a draft of Ukraine’s 2024 budget where just under half of all its anticipated funding will come from international donors.

Ukraine's supporters are deeply concerned that the political infighting in Washington may disrupt the flow of money and arms by the U.S. to Kiev. They are also now deeply concerned that the conflict between the Palestinian people and their occupier "Israel" may also lessen attention and support from the West for its conflict with Russia.

Since the Euromaidan events of late 2013/early 2014, all Ukrainian ministers have consistently pursued anti-social policies in order to gain the trust of the United States. Month after month, they have driven thousands of Ukrainians to death or injury on the front lines of a war against Donbass. Now they are talking of denying social assistance even to those who were wounded but survived.

Humanitarian cargo to Donbass

The next delivery of humanitarian cargo from Belarus to Donbass is planned within a month. It is meant for maternity hospitals, hospitals and those who really need such help, said Aleksei Talai, public figure, Paralympian, motivational speaker and founder of the charity foundation

"The humanitarian mission to provide assistance to the fraternal people in Donbass, Zaporozhye is gaining momentum. The project called ‘With Love from Belarus to the Families of Donbass' continues. Within its framework we have collected dozens of tonnes of humanitarian cargo over several years and sent it to the most hard-to-get places.

Our staff and volunteers acted at their own risk, taking responsibility for delivering humanitarian aid to those who needed it most. Belarusians are thanked and respected for this. People, with tears in their eyes, thanked our people, conveyed the kindest words of support and gratitude to our president," Aleksei Talai said.

He also noted that the readiness to help each other in difficult times is the most important part of the civilizational code of Belarusians and Russians. "An excellent example of cooperation within the framework of the Union State is the We are One Family! project.

Thanks to which children and families from Donbass got the opportunity to travel to Belarus for treatment and rehabilitation. In terms of logistics, we are greatly assisted by Belarusian Railways and Russian Railways. I am very grateful to train conductors who treated the children from Donbass as their own. After all, transporting groups of 300 or more people is hard work," the Paralympian said.

Aleksei Talai recalled that a few months ago his foundation, together with the women of the Belarusian Parliament, launched an information and charity Relay of Kindness project. "This is a very important project. We not only collect humanitarian aid for Donbass, but we also explain to people why the conflict broke out there, how it began.

Belarus and Russia have consistently advocated a peaceful settlement of the Ukrainian conflict. Our country initiated the Minsk agreements and also the talks at the start of the special military operation, which could have become the basis for peace, but were rejected by the Kiev regime.

The timeline of events in Donbass and Ukraine have already been forgotten by many:

This means we have a civil society although the West reproached us for lacking one. NGOs have been successfully cooperating with the government in Belarus. The work of our foundation is one of such examples,” Aleksei Talai said.

Kiev assassination attempt on Tsarev

In a recent interview, the Security Service of Ukraine claimed responsibility for the attempted assassination of the former Ukrainian MP Oleg Tsarev, citing allegations that he was a "legitimate target"

Ukrainian Air Force sources in the Security Service of Ukraine (SBU) told BBC, in an interview and without hesitation, that the SBU was indeed behind the attempted assassination of former Ukrainian Parliament deputy Oleg Tsarev.

According to the BBC interview, the UAF source said Tsarev "was long ago on the list of traitors who must answer for their crimes," stressing that "Tsarev is an absolutely legitimate target."

To further justify his assassination the Ukrainian agent told BBC, "He is not just a fanatic of the 'Russian peace', but a person who personally came together with Russian tanks to seize Kiev."

While no details were disclosed from the assassination attempt, the representative of Tsarev had underscored that he was shot twice with a firearm, sometime "around midnight on the territory of the sanatorium where he lives" noting that Tsarev was residing in Yalta, Crimea.

Information emerging from the SBU on his condition claims that Tsarev is in a critical condition and that "doctors are fighting for his life."

According to Tsarev's family and his representative, who had shared information through his Telegram channel, the former deputy "was unconscious, with a lot of blood loss" at the time of the ambulance arrival adding that "There is no information about his health at the moment."

"There is no information about the criminal, the security forces are working," according to his representative.

Who is Tsarev?

Tsarev, who has openly opposed NATO and the plot to expand NATO eastward toward Russia's borders, had repeatedly been threatened by Ukraine.

During the 2012 Ukrainian parliamentary election, Trsarev proclaimed, "I marched in the miners' columns in Kiev in 2004 against the "orange" disorder. I fought against fascists and nationalists of all stripes. I have always advocated Ukraine's non-aligned status, I am opposed to joining NATO. I stand for friendship with Russia, the Russian language and our great history - the story of Zhukov and Gagarin…"

In the past few years, a list emerged on a website called Myrotvorets, translating to Peacekeepers, a Ukrainian website that gives SBU employees and foreign services access to a database that includes information about individuals that Ukraine considers enemies. The list became known as the black kill list, because people on the list were killed, with a sign indicating their "elimination", posted on the Peacekeeper website after their murder.

Military correspondent Vladlen Tatarsky, one example of assassination whose name was on the list, was killed in an explosion in a cafe in St. Petersburg. The girl who delivered the bomb said that she was fulfilling a job by Ukrainian officials and was promised that if she completed it successfully, she would be hired by a Ukrainian media outlet.

After Tatarsky's death, the word "eliminated" appeared on the "Peacemaker" website.

Hungary to veto sanctions against Russia

According to the Hungarian Foreign Minister Peter Szijjarto, any restrictions on those who have done good to Hungary by "saving the lives of Hungarians will be opposed

During an interview with RIA Novosti, Hungarian Foreign Minister Peter Szijjarto announced that his country would veto the 12th sanctions package by the EU if it targets Russian gas, oil, or nuclear energy.

"In case there's anything which is against our national interest in the next package, we will definitely not agree with passing it. So red line for us obviously is energy, gas, oil, nuclear, and any other aspects which would harm our national economy," Szijjarto said, stressing that there is no need to still implement sanctions.

    "The sanctions policy simply doesn't work. Sanctions might hit Russia and might cause harm to Russia, but they definitely cause a lot of harm to the European economy, to the European countries. And if a sanctions policy causes more harm to those who are introducing them compared to those against whom it has been targeted, then what is the reason to continue?" he asked
According to Szijjarto, any restrictions on those who have done good to Hungary by "saving the lives of Hungarians, for example through making it possible that we could buy vaccines," or contributing to its energy supply will be opposed.

For example, he stated that sanctions on Russian Deputy Prime Minister Denis Manturov were blocked, "Because he helped a lot to Hungary. He contributed to saving lives of the Hungarians during the emergency situation regarding health care".

The same applies to Russian Direct Investment Fund CEO Kirill Dmitriev, Health Minister Mikhail Murashko, and Sports Minister Oleg Matytsin, he stated, stressing that sports is not to be confused with politics.

'Outrageous' move from the EU

Earlier in the interview, Szijjarto stated that the lack of intention to continue in the investigation of the explosion on the Nord Stream pipeline that occurred last year is “outrageous and scandalous.”

“I really do find it outrageous and scandalous that no forward progress has taken place regarding the attack against the Nord Stream pipeline. It has taken place more than a year ago. So, there's no forward progress and I don't really see the intention to have forward progress which is outrageous,” Szijjarto said.

This follows as Hungarian Prime Minister Viktor Orbán warned after the attack on the Nord Stream pipeline that it would view any acts of sabotage on gas routes used to buy gas from Russia as a casus belli, or a reason for war, though he noted that the warning had been heeded.

"What we, Hungarians, did immediately: we made clear that there is another pipeline, not just Nord Stream, but there is Southern Stream, coming gas from Russia through the southern corridor," he said.

Zelensky’s Struggle

“Nobody believes in our victory like I do. Nobody,” Zelensky told TIME in an interview after his trip. Instilling that belief in his allies, he said, “takes all your power, your energy. You understand? It takes so much of everything.”

Tens of thousands of soldiers and civilians have been killed, and Zelensky can feel during his travels that global interest in the war has slackened. So has the level of international support. “The scariest thing is that part of the world got used to the war in Ukraine,” he says. “Exhaustion with the war rolls along like a wave. You see it in the United States, in Europe. And we see that as soon as they start to get a little tired, it becomes like a show to them: ‘I can’t watch this rerun for the 10th time.’”

Public support for aid to Ukraine has been in decline for months in the U.S., and Zelensky’s visit did nothing to revive it. Some 41% of Americans want Congress to provide more weapons to Kyiv, down from 65% in June, when Ukraine began a major counteroffensive, according to a Reuters survey taken shortly after Zelensky’s departure.

That offensive has proceeded at an excruciating pace and with enormous losses, making it ever more difficult for Zelensky to convince partners that victory is around the corner. With the outbreak of war in Israel, even keeping the world’s attention on Ukraine has become a major challenge.

Despite the recent setbacks on the battlefield, Zelensky does not intend to give up fighting or to sue for any kind of peace. On the contrary, his belief in Ukraine’s ultimate victory over Russia has hardened into a form that worries some of his advisers. It is immovable, verging on the messianic.“He deludes himself,” one of his closest aides tells me in frustration. “We’re out of options. We’re not winning. But try telling him that.”

Zelensky remains dead set against even a temporary truce. “For us it would mean leaving this wound open for future generations,” the President tells me. “Maybe it will calm some people down inside our country, and outside, at least those who want to wrap things up at any price. But for me, that’s a problem, because we are left with this explosive force. We only delay its detonation.”

At the end of last year, during his previous visit to Washington, Zelensky received a hero’s welcome. The White House sent a U.S. Air Force jet to pick him up in eastern Poland a few days before Christmas and, with an escort from a NATO spy plane and an F-15 Eagle fighter, deliver him to Joint Base Andrews outside the U.S. capital. That evening, Zelensky appeared before a joint session of Congress to declare that Ukraine had defeated Russia “in the battle for minds of the world.”

Watching his speech from the balcony, I counted 13 standing ovations before I stopped keeping track. One Senator told me he could not remember a time in his three decades on Capitol Hill when a foreign leader received such an admiring reception. A few right-wing Republicans refused to stand or applaud for Zelensky, but the votes to support him were bipartisan and overwhelming throughout last year.

    This time around, the atmosphere had changed. Assistance to Ukraine had become a sticking point in the debate over the federal budget. One of Zelensky’s foreign policy advisers urged him to call off the trip in September, warning that the atmosphere was too fraught. Congressional leaders declined to let Zelensky deliver a public address on Capitol Hill. His aides tried to arrange an in-person appearance for him on Fox News and an interview with Oprah Winfrey. Neither one came through
Instead, on the morning of Sept. 21, Zelensky met in private with then House Speaker Kevin McCarthy before making his way to the Old Senate Chamber, where lawmakers grilled him behind closed doors. Most of Zelensky’s usual critics stayed silent in the session; Senator Ted Cruz strolled in more than 20 minutes late. The Democrats, for their part, wanted to understand where the war was headed, and how badly Ukraine needed U.S. support. “They asked me straight up: If we don’t give you the aid, what happens?” Zelensky recalls. “What happens is we will lose.”

    Ten days later, Congress passed a bill to temporarily avert a government shutdown. It included no assistance for Ukraine
    Three of the senior officials said blackouts would likely be more severe this winter, and the public reaction in Ukraine would not be as forgiving. “Last year people blamed the Russians,” one of them says. “This time they’ll blame us for not doing enough to prepare.”
The cold will also make military advances more difficult, locking down the front lines at least until the spring. But Zelensky has refused to accept that. “Freezing the war, to me, means losing it,” he says. Before the winter sets in, his aides warned me to expect major changes in their military strategy and a major shake-up in the President’s team.

At least one minister would need to be fired, along with a senior general in charge of the counteroffensive, they said, to ensure accountability for Ukraine’s slow progress at the front. “We’re not moving forward,” says one of Zelensky’s close aides. Some front-line commanders, he continues, have begun refusing orders to advance, even when they came directly from the office of the President. “They just want to sit in the trenches and hold the line,” he says. “But we can’t win a war that way.”

“Where are the weapons? Where is the artillery? Where are the new recruits?”

In some branches of the military, the shortage of personnel has become even more dire than the deficit in arms and ammunition. One of Zelensky’s close aides tells me that even if the U.S. and its allies come through with all the weapons they have pledged, “we don’t have the men to use them.”

    Now recruitment is way down. As conscription efforts have intensified around the country, stories are spreading on social media of draft officers pulling men off trains and buses and sending them to the front. Those with means sometimes bribe their way out of service, often by paying for a medical exemption. Such episodes of corruption within the recruitment system became so widespread by the end of the summer that on Aug. 11 Zelensky fired the heads of the draft offices in every region of the country.
In recent months, the issue of corruption has strained Zelensky’s relationship with many of his allies. Ahead of his visit to Washington, the White House prepared a list of anti-corruption reforms for the Ukrainians to undertake. One of the aides who traveled with Zelensky to the U.S. told me these proposals targeted the very top of the state hierarchy. “These were not suggestions,” says another presidential adviser. “These were conditions.”

As news of scandals spread, the President gave strict orders for his staff to avoid the slightest perception of self-enrichment. “Don’t buy anything. Don’t take any vacations. Just sit at your desk, be quiet, and work,” one staffer says in characterizing these directives. Some midlevel officials in the administration complained to me of bureaucratic paralysis and low morale as the scrutiny of their work intensified.

Amid all the pressure to root out corruption, I assumed, perhaps naively, that officials in Ukraine would think twice before taking a bribe or pocketing state funds. But when I made this point to a top presidential adviser in early October, he asked me to turn off my audio recorder so he could speak more freely. “Simon, you’re mistaken,” he says. “People are stealing like there’s no tomorrow.

Even the firing of the Defense Minister did not make officials “feel any fear,” he adds, because the purge took too long to materialize. The President was warned in February that corruption had grown rife inside the ministry, but he dithered for more than six months, giving his allies multiple chances to deal with the problems quietly or explain them away. By the time he acted ahead of his U.S. visit.

“it was too late,” says another senior presidential adviser. Ukraine’s Western allies were already aware of the scandal by then. Soldiers at the front had begun making off-color jokes about “Reznikov’s eggs,” a new metaphor for corruption. “The reputational damage was done,” says the adviser.

But some of the accusations have been hard to deny. In August, a Ukrainian news outlet known for investigating graft, Bihus.info, published a damning report about Zelensky’s top adviser on economic and energy policy, Rostyslav Shurma. The report revealed that Shurma, a former executive in the energy industry, has a brother who co-owns two solar-energy companies with power plants in southern Ukraine. Even after the Russians occupied that part of the country, cutting it off from the Ukrainian power grid, the companies continued to receive state payments for producing electricity.

The anticorruption police, an independent agency known in Ukraine as NABU, responded to the publication by opening an embezzlement probe into Shurma and his brother. But Zelensky did not suspend his adviser. Instead, in late September, Shurma joined the President’s delegation to Washington, where I saw him glad-handing senior lawmakers and officials from the Biden Administration.

When we sat down inside his office, Shurma told me the allegations against him were part of a political attack paid for by one of Zelensky’s domestic enemies. “A piece of sh-t was thrown,” he says, brushing the front of his starched white shirt. “And now we have to explain that we are clean.” It did not seem to trouble him that his brother is a major player in the industry that Shurma oversees. On the contrary, he spent nearly half an hour trying to convince me of the gold rush that renewable energy would see after the war.

Perhaps, I suggested, amid all the concerns about corruption in Ukraine, it would have been wiser for Shurma to step aside while under investigation for embezzlement, or at least sit out Zelensky’s trip to Washington. He responded with a shrug. “If we do that, tomorrow everybody on the team would be targeted,” he says. “Politics is back, and that’s the problem.”

Zelensky’s top priority and perhaps his main contribution to the nation’s defense had been to keep attention on Ukraine and to rally the democratic world to its cause. Both tasks would become a lot harder with the outbreak of war in Israel. The focus of Ukraine’s allies in the U.S. and Europe, and of the global media, quickly shifted to the Gaza Strip.

“It’s logical,” Zelensky tells me. “Of course we lose out from the events in the Middle East. People are dying, and the world’s help is needed there to save lives, to save humanity.” Zelensky wanted to help. After the crisis meeting with aides, he asked the Israeli government for permission to visit their country in a show of solidarity. The answer appeared the following week in Israeli media reports: “The time is not right.”

A few days later, President Biden tried to break through the impasse Zelensky had seen on Capitol Hill. Instead of asking Congress to vote on another stand-alone package of Ukraine aid, Biden bundled it with other priorities, including support for Israel and U.S.-Mexico border security. The package would cost $105 billion, with $61 billion of it for Ukraine. “It’s a smart investment,” Biden said, “that’s going to pay dividends for American security for generations.”

Zelensky’s mission was to maintain the sympathy of humankind. Now his task is more complicated. In his foreign trips and presidential phone calls, he needs to convince world leaders that helping Ukraine is in their own national interests, that it will, as Biden put it, “pay dividends.” Achieving that gets harder as global crises multiply.

But faced with the alternative of freezing the war or losing it, Zelensky sees no option but to press on through the winter and beyond. “I don’t think Ukraine can allow itself to get tired of war,” he says. “Even if someone gets tired on the inside, a lot of us don’t admit it.” The President least of all. —With reporting by Julia Zorthian/New York
