Tayfur denies withdrawal of re-drawing of borders law

Vice Chairman of the Iraqi Parliament Arif Tayfur, denied the Iraqi Parliament's withdrawal of the law of re-demarcation of administrative boundaries between provinces as some media claims.

A statement issued by his press office on 5.18, formally denied the media , satellite channels and statements, which claims on the withdrawal of the law of re-demarcation of administrative boundaries between provinces.

The statement emphasized that "the law still exists in the Legal Committee and the Committee of the Regions, will be included within the Council's agenda soon after the completion of the legislative recess."

The draft law has raised the demarcation of administrative boundaries for 17 provinces submitted by President Jalal Talabani to the House of Representatives a legal controversy.

While the Kurds considered this a key to return the sliced off areas to their origins, others claim it as a violation of the Constitution and say it does not fall within the powers of the Talabani.

Under the proposal Talabani to cancel all decrees of the former regime on the administrative boundaries of cities and towns, and returned to normal a year before 1968, the year he took control of the Baath Party to power in Iraq.

According to Article 60 / I of the Iraqi Constitution that the President and Council of Ministers of the proposal validity bills and constitutional article did not come restricted or specific to a particular proposal, but was wide, as legal.

well i hope ASAP , as this is a key to solving the status of Kirkuk and other disputed areas , even the disputed areas between the sunni and shia region .

and the number of Kurds in Kirkuk will rise significantly as saddam removed districts with Kurdish majorities, & attached them to other Governorates in 1976 (the pic above).

Article 140 compensation starts next week

The Head of the Kirkuk branch of the Article 140 Implementation Committee says the compensation cheques will be distributed next week.

Kakarash Sidiq said, “The compensation cheques were to be distributed when the budget was approved, but due to some problems it was postponed until next week.”

Until now, 28 groups of families have been given compensation with the returnees receiving 10 million Iraqi dinars and to those who leave 20 million ids.

Compensation is a phase of the Article 140 implementation of the Iraqi constitution, specialized to the disputed areas which include Kirkuk, Mosul, Diyala, and Salahadin.

Only 70 Kurds and Turkmens employed among 670 police officer

Kurds and Turkmens are dissatisfied with a decision made by the Iraqi Ministry of Interior to employ 670 police officers, and among them only 70 positions were destined for Turkmens and Kurds.

Qasim Hamza Bayati, a member of the Kirkuk Provincial Council on the Turkmen list said, “The MoI has employed many police members, among them a big portion is allocated for the Arabs.” He added, “In the past, factions of Turkmens, Arabs and Kurds were agreeing on the portions, but this year the Arabs have more.”

According to Bayati, the factions had agreed on a proportionate system where Kurds take 40%, Arabs, 29%, Turkmens 29% and Chaldeans and Assyrians 2%, “In this step, 600 positions were allocated to the Arabs, while only 70 of Turkmens and Kurds, which less than 10%. This is illegal, that’s why we have halted employment until the MoI equally distributes the rations.”

Ahmed Askari is a member of the Security Committee in the KPC and also said that they will reject the decision in the KPC’s regular session on Tuesday, May 22. “Any rate which violates the agreement between the factions is not tolerable.”

Askari also insisted that if a decision violates the proportion 40% Kurds, 29% Arabs, 29% Turkmens, 2% Chaldeans and Assyrians, it will be rejected.

he was followed by his delegation of interior finance and education ministries . they visited the mayor's office and district council as well as the projects under construction , and they decided to allocate another $30 million for shangal for 2012.

These so called disputed areas are not even disputable in the 1st place , KRG must sever them and forget the article 140 since Arabs do not believe in settling disputes in a civilized ways "referendums" .

Kurdistan to send back Iraqi refugees residing in KRG

Shakr Yassin , general director of immigration and refugees department announced that , they along with the Iraqi immigration department have prepared a project to send back the Iraqis residing in Kurdistan back to their place of origins since the security situation in Iraq has improved .

"In Kurdistan there is a large number of Iraqis who had fled the violence in previous years, but now we have a program to help move back these family to their place of origins" he told (PNA) news agency.

He added saying that "for that purpose we have laid a program with the Iraqi immigration department to allocate 4000,000 IQD for each family and any family rejecting to move back will not be getting any future assistant , their cases will be closed and then they would have to depend on themselves to move back".

He revealed that the agreement between Erbil and Baghdad has been signed and in a near future we will implement the program.

De-Arabization of Kirkuk begins :D

In a recent Effort the Kirkuk governor as well as the city provincial council has began , few illegal house built by migrant Arabs in Kirkuk - Hay Haji suburb were demolished .

The total number of house demolished were 56 house.

The council had also issued a two weeks notice for those settling in the city illegal to come forward and register their names or legal actions will be taken against them.

SULAIMANIYAH, Kurdistan region 'Iraq', — A top Kurdish politician warned on Monday of Baghdad's continued desire for "ethnic cleansing," the latest in a series of attacks by Kurdish leaders on premier Nuri al-Maliki's leadership.

The remarks from Kurdistan region prime minister Nechirvan Barzani, nephew of the autonomous region's president Massoud Barzani, come amid increasingly fractured ties between the Baghdad central government and the Kurdish region.

"Today, there are those in the Iraqi political field who want, with all the power, to keep the policy of Arabisation and ethnic cleansing," Barzani said in a speech marking the return to Kurdistan of the remains of 730 Kurds killed by Saddam Hussein's forces in his Anfal campaign in the 1980s.

He did not specify to whom he was referring, but the remarks appeared aimed at Maliki.

"The daily killing of Kurdish citizens and expelling them from their houses in Jalawla, Sadiyah and Kirkuk is the same policy of the former regime, but with new clothes and colours," Barzani said,www.ekurd.net referring to three disputed areas claimed by the central government and Kurdistan.

Relations between the Kurdistan region and Baghdad have been tense in recent months.

Massoud Barzani has said he opposes the sale by the United States of F-16 warplanes to Iraq while Maliki is premier, as he fears they would be used against Kurdistan.

He had previously accused Maliki of moving toward dictatorship, and said the premier aimed to "kill the democratic process" after the head of Iraq's electoral commission was arrested for alleged corruption.

Baghdad and Erbil are also embroiled in a long-running row over oil revenues, and Kurdistan hosted Vice President Tareq al-Hashemi, who fled to the region after being accused of running a death squad in December, and declined to hand him over to Baghdad.

New Cheques distributed over Arab settelers

Kake Rash , article 140 Directorate for Kikruk office announced that they have received 850 cheques to be distributed on the Arab family settlers in Kirkuk.

Worth mentioning the Iraqi government had allocated 172 Billion IQD for the article in 2012.

once compensated they are obliged to leave and their "baya3" paper is even transferred to place of origin with a block of land given to them over there as well.

Well some get compensated , leave then after few months return back , but i heard the Governor doesn't allow them to return now once they are paid and given a block of land in their place of origins in South and Mid of Iraq.

well what they do is they transfer their "baya3" paper so they can't return , but some have returned yes not all though . the problem is that 14000 arab families have not been compensated yet , the arabs have showed that they will return but without getting paid and a block of land back home they wont just leave . the yearly budget of 120 billion dinars is not enuff , maybe KRG should chip in so that the settlers known as "3ashr talaf arabs" can go back home .
