well that is up to them they don't want to join we cant fight them too !

I have problem understanding maps! For instance, I would like to know why are Soran and Amedi are bigger than Sulamni and even duhok but they are not cities?

How is a city formed?

That's how provinces work. Those regions have a small population compared to Duhok, so the province must be big to cover a large number of people in order to have a population large enough to be considered a province. Take Anbar province for example, no one lives in that region so the province has to be really big to have enough people living in it to be considered a province.

So Soran city itself has a small population, and so do the surrounding towns. So they take all these and put them into one province to have the needed population. While Duhok has a big population, so they only need to take the city and some of its surroundings to make a province.

Sometimes a provinces population is too big, so they split it into two.

without the disputed areas its like 40000 Km2 I believe it will be something like 60000 Km2 with the disputed areas.

For comparison. Belgium and Armenia are both 30000 Km2, Belgium with ~10 mio and Armenia ~3 mio citizens.
