In his first statement he announces "first stage of the article is now complete, we will begin second stage which is referendum, we will begin registering names and only those get to vote who have participated in the 1957 census and their descendants"

Kurdish opposition groups are not happy and demand one more Kurdish member from Kirkuk because all the members who are on PDK none of them are from Kirkuk.

And Ala Talabani a PUK MP in the Iraqi parliament demanded Barzani to interfere and replace one of its members with a Kirkuk MP, and to put aside political interest in this case.

Activating article 140 committee is step towards solving issues, says Kurdistan Blocs



The spokesperson of the Kurdistan Blocs Coalition in the Iraqi Parliament welcomed the activation of article 140's committee role saying this is a step towards solving problems between Baghdad and Erbil.
Muayad Taib said: "The committee members chose member from the Kurdistan Blocs Coalition Muhsin Sadoun as head of the committee and member from the Sadrist Movement Mushriq Naji as the deputy of Sadoun.

"The Kurdistan Blocs Coalition sees the activation of the committee's role and following up its work as a positive step towards implementing article 140 and solving the fate of disputed areas.

"The most important work of the committee is beginning its regulatory work next week, which is following up the work of the ministerial committee in charge of implementing article 140 of the Iraqi constitution."

Sadoun recently said: "The committee was formed by the Iraqi Parliament and its membership is 34 people. There was no control over the members of the committee because of the large membership and members were unaware of each others’ work. Connection among the members is a little hard in this way.”

He added: "Iraq's Parliament speaker requested to reduce the committee membership to 17 to implement its work better.

"Lately, because of the political division among the Iraqi parties, some members of the committee have not attended the meetings. Therefore the parliament speaker wanted the committee to be reorganized and the political split would not affect the committee."

Kurdistan vice president, Kosret Resul pays a visit to Kirkuk and meets with the governor Nejmedin Kerim.

He is to meet with the security forces as well as the provincial council members to discuss the security situation as well as the public services in the province.

National Alliance emphasizes need for agreement about article 140

ERBIL, Sept. 4 (AKnews) - An MP from the National Alliance (NA) stressed the need for unified positions about the constitutional article 140.

Abdul Hadi al-Hassani said: "There are political motives behind the position of article 140. The political visions within the alliance differ about the issue of immigrants and deportees in Kirkuk, and the issue of normalization, census.

“The alliance is keen to work to address all the problems not only with regard to article 140 or Kirkuk city, but also seek to achieve justice for all the sons of the Iraqi people who suffered during certain periods", "A common position must be reached about the constitutional issues and article 140. We do not say that the article was dropped because of the end of the time limit, because this means dropping other paragraphs in the constitution".

“Some steps to implement article 140 were applied in Kirkuk without other areas, and we say that all people should be justified in the application of the provisions of the constitution."

Article 140 of the Iraqi constitution cover Kirkuk province and disputed areas in other provinces, such as Nineveh and Diyala. The article sets a period of time - which expired on 31th December 2007 - to implement all the provisions included in the mentioned article.

Against the formation of the Dijla operation units, Kurdish fractions of Kirkuk meet and come to an agreement on the security situation for Kirkuk.

Four main points of the agreements are:

1. All Kurdish fractions in Kirkuk have the same aim and view towards the future of Kirkuk.
2. All parties are against the formation of Dijla operation unit which will cause major crisis in the province.
3. Rejection of formation of any type of security for any certain components of the province.
4. Total rejection of once more re-Arabization of Kirkuk and all parties will do what ever it takes to prevent its revival.

In the end all Kurdish political parties confirmed the current peaceful coexistence between Kirkuk's components must be protected.

KIKUK, Sept.6 (AKnews)- Kirkuk Provincial Council is due to meet today to collect a vote in favor or against an order for forming Tigris Operations Command and it is expected that the order be rejected by a majority vote, a Council member said.  

Recently Iraqi Prime Minister Nouri al-Maliki ordered to form the joint operations command in Diyala and Kirkuk provinces and demanded all the interior and defense forces in the two ethnically diverse provinces be subordinated to the new command, locally known as Dijla Operations Command.

The formation of the new command is not in the interest of Kirkuk and creates constitutional and legal violations because Kirkuk has a particular situation and no forces should be formed in the province, said Mohammed Kamal.

He continued the situation in Diyala is quite different to that of Kirkuk.

Kamal wondered how the Tigris Operations Command can be unified when there is Salahaddin province separating Kirkuk and Diyala.

The representative thought formation of the new force is "politically motivated against the Kurds and Turkmen."

He thought the new force is not for improving the security situation in Kirkuk and the best evidence for this is "assassination of Brig. Adnan Abdul-Razzaq [a police chief in Kikuk]… They want police to be weak so that they say let Dijla force come [into Kirkuk]."

Calling into mind, a report in 2006 by James A. Baker (former US secretary of state) Lee H. Hamilton (former democratic congressman) which described Kirkuk as a "barrel gun", Kamal said "I believe that Kurds, Turkmen, Arabs, Assyrians, Chaldeans [in Kirkuk] did not allow for this barrel to explode.

"But the Dijla force is the priming for this gun barrel to explode Kirkuk and this is not in the interest of any side."

With majority of vote, today the Kirkuk provincial council rejected the permission of Dijla operation command operating in the province.

The Arab members from Hawija boycotted the session, while Turkmen members also voted against the so called command which was formed by Maliki himself directly.

Talabani gave Milky his final warning to halt the announcement of Dijla command for Kirkuk, and Milky got scared and canceled his dirty tactic.

It was suppose to be announced today but Milky sent in his letter stopping it.

Also Jabar Yawar said the same thing that happened in Zumar would have happened in Kirkuk-Hawija border if the so called command wanted to enter the province from Hawija onwards.

A reliable source told (GK tv) that, US government has given Maliki a strong warning over the formation of Dijla command or moving iraqi army towards or inside the disputed areas, US will not accept using force to solve out disputed areas issue, the source has also informed GK tv that US government have sent the letter to KRG as well letting it aware of their disapproval of such moves by baghdad.
