What you are proposing is a highly trained group who could move in at a moments notice.
I think it is an excellent idea and the way that Iraq is behaving we can all see that it is on the verge of breaking up. A force such as you are suggesting seems a logical and much needed solution to the coming problems.
Your people could be in Kurkuk before the Iraqi army gets out of bed
